Expression of Interest invited for Implementation of Special Project under PMKVY-CSSM

Jharkhand Skill Development Mission Society (JSDMS) through its EOI No.: JSDMS/RFP/003/2019 invites the Expression of Interest (EoI) from interested and eligible organizations as Project Implementation Agency (PIA) for submission of proposal to undertake Special Project under Centrally Sponsered State Managed (CSSM) component of Pradhan Mantri Kaushal Vikas Yojna (PMKVY) in Jharkhand.

JSDMS through Special Projects envisions to develop a holistic ecosystem that include all the section of the society that otherwise would have been excluded.

The objectives of the Special Projects is to create relevant, traditional, innovative and sustainable projects that have the potential to impact various marginalised, vulnerable, socially disadvantaged, hidden and hard-to-reach population of the socity through placement linked and entrepreneurial skill development training. Special projects shall be executed through empaneled Project Implementation Agency (PIA) for a time-bound training and capacity building programmes for the marginalized sections of the society to enable them to contribute in the mainstream economy of the state and improve their socio-economic condition.

Scope

a. Proposals are invited from TSSP’s to implement the Speciaal Project as Project Implementation Agency across the state. TSPs are required to provide their project objectives, approach towards the project and clear indicators to measure the outcomes for the selected target group in the proposal. There is limit of target beneficiaries as per the centre capacity provided proper justificaation to the intervention is explained.

b. Projects will be completely aligned to the Common Norms of Ministry of Skill Development & Entrepreneurship, Govt. of India as notified and amended from time to time. However, necessary deviation in projects may be permitted on approval by JSDMS. Any deviation needs to be clearly defined in the project proposal and supported with a justification.

Role of Training Service Providers

The pproposal shall also be made for training candidates in job roles that are currently not being offered by JSDMS but linked to the opportunities for self or wage employment. However, the course curriculum for such project proposals need to be approved by the concerned Sector Skill Council (SSC) in consultation with JSDMS and the concerned SSC would be responsible for the development of the Qualification Pack (QP), National Occupational Standard (NOS), model content, and trainee handbooks for the training.

Proposal Submission Date

Empaneled TPs/TSPs may submit the proposal in Prescribed Application Format (PAF) by 5PM on 14th November 2019.
