EOIs invited for Empanelment of Training Service Providers to conduct skills training under Skill India program

Introduction:

Bridge and Roof Company (India) Limited (B&R), a government of India enterprise, a Maharatna company under the Ministry of Heavy Industries & Public Enterprises, Govt. of India, is one of the premier engineering services organizations of India engaged in the execution of Multi-Disciplinary projects on EPC/PMC/ TURNKEY basis in India. 

Bridge and Roof is one of the leading and most versatile construction organizations in the country with a high degree of expertise and substantial in-house resources comprising dedicated manpower, modern equipment, and machinery for project work as well as sophisticated workshop facilities at its Howrah Works in West Bengal. 

The objective of the request for EOI is to identify and empanelment of eligible applicants who are interested in executing the contracts as “Training Services Providers” to conduct skill development training programs under the Skill India Program of the Government of India (GoI)/ different state government. 

Background

B&R Company (India) Limited was incorporated on 16th January 1920 and started functioning from its Howrah Workshop, West Bengal, India as a modest structural fabrication unit. Since then envisioning and visualizing the needed infrastructure in the nation, the company matching its pace with time has not metamorphosed into one of the largest versatile engineering, construction, and project management organization in India with its headquarter at Kolkata, serving both private and public sectors, India and globally.

B&R intends to diversify its services to skill development sectors by providing training to maximum persons under the Skill India Program of the Government of India (GoI)/ different state govt in view of these requirements, Expression of Interest (EOI) for empanelment of eligible applicants who are interested in executing training programs under the Skill India Program of Government of India (GoI).

Interested organizations are requested to submit their expression of interest for empanelment as Training Service Providers for similar existing/upcoming works across pan India. 

Eligibility Criteria:

1. Technical Criteria
   For Technical Qualification, the bidder should have experience as mentioned below in the last 7 years
   1. Three similar completed works each costing not less than Rs. 60.00 Lakhs
      –OR–
   2. Two similar completed works each costing not less than Rs. 75.00 Lakhs,
      –OR–
   3. One similar completed work costing not less than Rs. 120.00 Lakhs

The bidders should have to submit their bid as an individual agency ie, not as a joint venture or associate/ consortium with another agency. Bidders should have trained not less than 5000 beneficiaries cumulatively in the last 7 years.

Note: Similar service/work means “any type of skill development project/ Deen Dayal Upadhyaya Grameen Kaushalya Yojana/ any NSDC program/ any type of skill development mission/ any type of skill development training etc. the agency must have executed/ executing similar nature of service/work in any central govt./state govt./UTs/PSUs/autonomous bodies within the last 7 years.

Documents to Submit:

1. Bidders should have submitted an average annual financial turnover value not less than Rs. 45.00 lakhs during the last three financial years ie 2018-2019, 2019-2020, and 2020-2021.
2. The agency should have a valid PAN and GST registration. Copy of PAN Card and GST Registration certificate should be submitted. 
3. The agency should be a legal entity in India in the form of a registered company/private limited company/public limited company/ registered society/ trust/ association. Copy of certificate of incorporation/registration should be submitted.
4. The agency should not have been blacklisted/ debarred by any state government/ central government/ PSUs or any government department.
5. Active empanelment certificate with any “skill development mission/ corporation/ society etc.” of any central government/ state government 
6. Candidates trained and provided employment to not less than 5000 beneficiaries cumulatively in the last seven consecutive financial years. 
7. The balance sheet and profit and loss account for the preceding 5 consecutive financial years are to be enclosed. The bidder should be profit-making for 3 financial years out of the last 5 years. 

Bidder shall submit the following along with the EOI as a minimum requirement 

1. Name, address of the company with telephone, fax, email, number.
2. The constitutional status of the bidder’s company

Points to Note:

• B&R reserves the right to accept or reject any or all EOI or annul this process without assigning any reason and liability whatsoever and to re-invited EOI at its sole discretion.
• Joint ventures/consortiums are not allowed to submit an Expression of Interest (EOI)
• No email, fax proposal will be allowed
• The proposal should be in English language only

Submission Process:

The parties fulfilling the above requirements and willing to associated/ consortium partner with B&R shall submit their formal Expression through online mode. All prescribed supporting documents/ undertakings mentioned in EOI must be uploaded on the CPP portal. 

However, all prescribed supporting documents/ undertakings mentioned in EOI (hard copy) must reach in a sealed envelope superscripted with the Name of EOI below mentioned address:
