EOI: Dibrugarh University Invites PIAs For Skill Development Training

Dibrugarh University, one of the easternmost University in India, was established in the year 1965 consequent upon the provisions of the Dibrugarh University Act, 1965, enacted by the Assam Legislative
Assembly. It is a leading research and innovation driven University that acts as a spatial slot to configure the socio-cultural dynamics of North East India. The University encourages myriad enterprises that harbour on a constellation of thinking, theorizing, and reflection.

EOI Overview:

Expression of Interest (EOI) is an invitation to reputed and experienced Project Implementing Agencies (PIAs) for the implementation of Employability Enhancement Skill Development Training Programs in Dibrugarh University in alignment with the National Education Policy (NEP) 2020.

The objective of the EoI is to shortlist/empanel Project Implementation Agency as training provider to impart skill development training program to the regular UG/PG students (On Campus) of Dibrugarh University as an additional course outside their curriculum. The empaneled Project Implementing Agency (PIA) would impart knowledge to the students regarding the importance of critical skills such as in communication, soft skills, entrepreneurship, and technical proficiency which would enhance their employability and entrepreneurial potential, in line with NEP-2020’s vision of holistic and multidisciplinary education.

Scope Of Work:

The selected Project Implementation Agency (PIA) would be required to carry out the following activities within stipulated timelines which shall be decided by Dibrugarh University. The broad scope of work for Selected PIA is stated below. The detailed scope of work shall be incorporated into the Agreement signed between Dibrugarh University and the Selected PIA prior to execution of work. The intending Training Partner is required to provide the following services:

During Batch Formation, PIA must do the prescreening of the regular students, enrolled in the UG/PG Program in consultation with Dibrugarh University.
Post Batch Formation Career Counselling shall be done by the expert of PIA to set the right expectations of the students for the courses being offered.
Training Centre Readiness in terms of setting up of digital classrooms & the labs with required equipment w. r. t. the Job Role/Course.
Ensure the quality standards the related guidelines of Regulatory Body with regards to the training
standards, infrastructure including the requirement of labs and workshops, qualifications of trainers and instructors’ delivery of the course with the practical and proper assessment of the learning outcomes will be followed by the PIA.
Training: – PIA must create a batch size of not more than 45 trainees for the conduct of Employability Enhancement Skill Development Training.
Assessments & Certification:
- After completion of training, students would be assessed and certified as per the guideline of Certification of National Skill Development Corporation (NSDC) under Market Led /Fee Based Program.
- The Project Implementation Agency should also conduct regular internal assessment in the form of quizzes, assignments and tests to develop learning habits among trainees.
Placement:
- The PIA shall conduct regular Job Fairs for the students aligned with the skills delivered.
- Employers from Assam and other parts of country shall be aligned by the selected PIA for providing skill/qualification based employment opportunity to the final year students of the university (as per Table no. 1).
Other conditions and general information:
- The PIA shall be responsible for all aspects of the training including centre readiness, quality of training delivery, assessment and certification, and outcomes required from the training.
- Sufficient practical and on the job training/internship must be incorporated into the training module wherever necessary.
- Any PIA/firm/company blacklisted/debarred by any Central / State Government/Dibrugarh University are not eligible to apply as Training partners.
- During the inspection, if any violation of the prescribed norms is found or reported by the inspecting officer nominated by Dibrugarh University, penal action like revocation of targets, deduction shall be applicable.
- Selected bidder shall have to deposit the mentioned Security Deposit/Performance Guarantee amount in the form of Demand Draft/Banker’s cheque/Fixed Deposit Receipt/Bank Guarantee in favour of Registrar, Dibrugarh University.
- The Technical Bid of all Bidders received in response to this EoI within due date and time shall be first opened for scrutinization with respect to its completeness and correctness. The bids which are complete in all respect and free form any material defect shall be scrutinized first to ascertain the eligibility as set out in Section-4. The bids which fulfill the eligibility criteria shall be subjected to further evaluation and technical scoring as per the parameter set out in Section-5.
- The financial bid of only technically qualified bidders shall be opened for evaluation.
