EOIs invited to conduct tracer study for Employment Outcomes of all ITI Graduates in Puducherry

Director of Training–cum-Member Secretary, SPIU Society of Union Territory of Puducherry invites proposals (Two Bid System) from reputed and experienced Firms/Agencies/Organizations to conduct a tracer study for “Employment Outcomes of all ITI Graduates in Union Territory of Puducherry” under STRIVE Project.

Kindly note that the selection of agencies under this EoI will not guarantee the allocation of work and SPIU, Puducherry will assume no liability or cost towards it. SPIU, Puducherry makes no commitments, express or implied, that this process will result in a business transaction between anyone.

Document Fee and Tender Processing Fee: All Applicants have to pay a non-refundable Document Fee of ₹6,000 (Rupees Six Thousand Only) and a Tender Processing Fee of ₹1,500 (Rupees One Thousand Five Hundred only) through the e-payment mode on e-Tender website Portal https://pudutenders.gov.in.

Earnest Money Deposit (EMD): An EMD of ₹ 30,000 ( Rupees Thirty Thousand Only ), is payable through e-payment mode on –the Tender Website Portal https://pudutenders.gov.in. This EMD will be non-interest bearing and refundable. If the selected bidder fails to submit the required performance guarantee or execute the agreement, this EMD will be forfeited.

The Proposal has to be submitted through online mode on the e-Tender website Portal https://pudutenders.gov.in containing the following covers stage

• Technical Bid Open Stage
• Cost Bid Open Stage

The application procedure, eligibility criteria, evaluation methodology, terms and conditions, and the scope of work are detailed in this EOI document (attached below). The Evaluation of Bids will be under the Quality and Cost Based Selection (QCBS) system. Please refer to the document for complete details.

The undersigned reserves the right to issue addendum/corrigendum/modification or to amend any or all conditions of this EoI Document or accept or reject any or all proposal(s) or cancel the whole of this EOI at any stage without assigning any reason thereof and no bidder shall have any cause of action or claim against the undersigned for the same.

Scope of Work:

The Consultant/Firm will be responsible for collecting and analyzing quality data according to the expectations and protocols and within a timeframe. For the survey, the major duties of the agency will include:

1. To measure the labor market performance of STRIVE-supported ITIs and other ITIs.
2. Reasonableness testing of the data (with Statistical Package for the Social Sciences (SPSS) syntax) as a part of data quality controls.
3. Assess the impact of the ITI training programs in terms of relevance, effectiveness, efficiency, and sustainability.
4. Obtain the views and opinions of employers on the impact, quality, and relevance of ITI training programs.
5. Assess graduate/Pass-outs satisfaction level relating to the type of ITI training attended.
6. Clear methodology: tracer study instruments and indicator measurement, analytical approach, and robustness check approach.
7. Sampling with statistically significant sample and designing survey instrument in consultation with SPIU.
8. Collect information about students who are not in employment/have left the employment and the reasons for the same. While collecting such information specific reasons such as due to Industry closed because of lockdown, Reverse migration due to Pandemic, etc. should also be identified.
9. Draw insights from the data collected and provide inputs for corrective measures required to be taken to improve the employability aspects during and after the ITI training.
