Andhra Pradesh has been allocated target of 64,608 for four years under Centrally Sponsored and State Managed Component of Pradhan Mantri Kaushal Vikas Yojna (PMKVY 2.0). Being a nodal agency for promotion of skill development, entrepreneurship & innovation in the state, Andhra Pradesh State Skill Development Corporation (APSSDC) has been entrusted to execute this scheme in AP.
APSSDC invites the Expression of Interest (EOI) from interested and eligible organizations for submission of proposal for empanelment to undertake training under CSSM component of PMKVY for FY 2018-19. The eligible empaneled organizations shall implement skill development projects under CSSM component of PMKVY 2.0 scheme in identified sector and job roles across Andhra Pradesh.
The Agency may apply in any one of the following categories:
Category A (Private training partner)
Category B (Industry)
Category C (Central/State Govt./Public Sector Unit Training Institutions in AP)
Note:
Agencies previously allocated target under AP PMKVY CSSM component vide EOI No. APSSDC/PMKVY 2.0/001/EOI/2017 dated 11-4-2017 & APSSDC/PMKVY 2.0/002/EOI/2017 dated 22-12-2017 are not eligible to apply for target allocation under PMKVY CSSM component through this EOI.
Guidelines and notifications issued time to time by Govt. of India and APSSDC shall be applicable for the project sanction
Joint Ventures (JVs)/Special Purpose Vehicles (SPVs)/Consortiums are not permitted to respond to this EOI.
Proposal Processing Fee
1. Agencies have to pay a non-refundable Proposal Processing Fee of ₹10,000/- (Rupees Ten Thousand only). This will be paid in the form of a Demand Draft Payable to ‘Andhra Pradesh State Skill Development Corporation’ payable at Vijayawada, drawn on any scheduled commercial bank and must accompany with Covering Letter in cover of the Proposal Document. Proposals that are not accompanied by the Proposal Processing Fee shall be rejected by APSSDC.
2. Category-B & C applicants shall be exempted from payment of Processing Fee.
Duration of Project : 1 year from the date of signing of MoU.
Funding Patter : As per PMKVY 2.0 guidelines / APSSDC circulars (as amended from time to time).
Submission of Proposal :
1. State Project Approval Committee (SPAC) shall be constituted by APSSDC in line with PMKVY guidelines for evaluation of proposals and award of projects
2. Priority and preference in target allocation will follow the order mentioned below {(i) represents highest priority and preference and (v) represents lowest priority and preference}:
i. Industry in the business of extractive/ manufacturing/ service delivery with atleast one functional/trial run production phase unit in AP and committed to employ at-least 50% of the trained candidates in its own unit/company or sister/parent company.
ii. Central/State Govt./Public Sector unit training institutions in AP
iii. Private training partner affiliated to NSDC/NSDA having four or above star rating training centres in AP and not having training target mandate under CSCM component of PMKVY
iv. Private training partner and having CAAF under process (TC ID available with TP) training centres in AP
v. Private training partner and having new centres in AP.
3. SPAC will evaluate the proposal and sanction projects.
4. Interested agencies fulfilling eligibility conditions as mentioned above can submit their detailed proposal as per Annexure-I for undertaking CSSM component of PMKVY 2.0 in the State to the CEO, Andhra Pradesh State Skill Development Corporation (APSSDC), #3rd Floor, Infosight – G&J building, Near Pathuru junction, Tadepalli, Guntur District, Andhra Pradesh State – 522502.
5. The envelope containing the proposal should be clearly titled as “Proposal for the empanelment of Training Partners to undertake the project under CSSM Component under PMKVY 2.0”
6. A soft copy of the proposal in word format is also required to be submitted in a pen drive with the proposal.
7. The proposal format is enclosed at Annexure-I of this EOI.
8. SPAC reserves the right to accept or reject any proposal without providing any reason, what so ever. The decision of SPAC shall be final and binding upon the company/agency.
