Hyderabad : Telangana Modular Employable Skills (TMES) Society / State Skill Development Mission (SSDM) established under the aegis of Department of Employment and Training, Government of Telangana, Hyderabad. It is mandated to implement the short term skill development programmes in the State. TMES Society is issuing EOIs under various central and state sponsored skill and livelihoods development programs benefiting the unemployed youth of the state and to meet out the demand of skilled manpower in various economic sectors by setting up Skill Development Centers (SDCs).
Telangana has been allocated target under Centrally Sponsored and State Managed Component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY State Engagement). TMES is the executing agency for this scheme in Telangana. TMES invites the Expression of Interest (EOI) from interested and eligible Agencies for submission of proposal for empanelment to undertake project under CSSM component of PMKVY.
For empanelment of Training Providers(TPs) to undertake the project under Centrally Sponsored and State Managed Component under Pradhan Mantri Kaushal Vikas Yojana (PMKVY State engagement) in the State of Telangana. In Second phase, courses only under category I & IV of CSSM PMKVY are being invited.
Eligibility Criteria
1. The Training Provider (TP) should be a registered Proprietorship/Partnership Firm/ Private Limited Company/ Public Limited Company/ Registered Society/ Trust/ Association/ Government Institutions/ Public Sector Units/ Universities/ Educational institutes including technical and professional institutes having affiliation or recognition of relevant Board / Council / NGOs having its branch in Hyderabad, Telangana State.
2. The applying TP shall submit the details of project with a covering letter Annexure-1 and submit applicant details with relevant documents as per Annexure-2.
3. TP shall be active and operational continuously anywhere in the country for the last three financial years on the date of application.
4. TP shall have average annual turnover of Rs.50 Lakhs (Fifty Lakhs) for Financial years (2015-16, 2016-2017, 2017-18) in 21 Districts.
5. TP shall have average annual turnover of Rs.25 Lakhs (Twenty Five Lakhs) for Financial years 2015-16, 2016-2017, 2017-18) in the non-responsive Districts of 1st EOI i.e.,the 10 Districts of (Asifabad, Wanaparthy, Kamareddy, Jayashankar Bhupalapally, Jangaon, Vikarabad, Mahabubabad, Rajanna Siricilla, Adilabad and Mahabubnagar).
Having revenues from Skill development & placement linked programs. TP is required to submit copy of audited financials for the last three years along with Annexure-3 (for both Sl.No.4 & 5).
6. Preference will be given to centers located in rural areas, LWE area & backward areas. Annexure-4
7. The Training Provider shall have trained minimum 1000 candidates and should have provided placements not less than 800 candidates (ie., 80%) in last three financial years consecutively Annexure-5
8. The Training Provider shall not have been blacklisted by any donor agency/State Government/ Central Government. A self-certificate must be submitted as per Annexure-6.
9. TP shall submit a self-declaration on assurance to follow TMES & PMKVY norms (as amended from time to time) Annexure-7.
10. TP shall submit past performance (program wise) Industry Linkages & basic project plan of PMKVY (CSSM) information as per Annexure-8.
Proposal Processing Fee
- All Training Providers have to pay a non-refundable Proposal Processing Fee of Rs. 10,000/- (Rupees Ten Thousand only). This will be paid in the form of a Demand Draft Payable to Pradhan Mantri Kaushal Vikas Yojana, Union Bank of India, Ramanthapur Branch, Hyderabad.
2. The Demand Draft shall be drawn on any scheduled commercial bank and must accompany with Covering Letter in the sealed cover of the Document Proposals. The proposals that are not accompanied by processing fee, the Proposal shall be rejected by TMES Society.
Note: Government Institutions / organizations shall be exempted from Processing Fee.
Performance Bank Guarantee
- The Empanelled Training Provider shall submit minimum of Rs.2,00,000/- (Rupees Two Lakhs only) as Bank Guarantee within one month to the Mission Director/CEO, SSDM & Member Secretary, TMES Society.
2. No interest shall be paid to the Training Provider on Performance Bank Guarantee Amount.
3. The EoI issuing authority is empowered to recover the Loss in Training programme, if any, from the Performance Bank Guarantee and the balance amount will be returned to the Training Provider.
Note: Government Institutions / organizations shall be exempted from Performance Bank Gaurantee.
Duration of Project : For One (01) year ie., 2018-19 and extendable based on performance and scheme norms.
Funding/payment Pattern : As per PMKVY’s common norms guidelines and as decided by TMES (as amended from time to time)
Training Compliance : The Training Provider has to follow PMKVY’s guidelines/ and any circular issued by TMES pertaining to CSSM component (as amended from time to time) for Training Delivery, Assessment , Certification, Placement, Placement Tracking, Payment disbursement etc.,
Rights Reserved : The TMES reserves the right to accept or reject any proposal without assigning any reason, whatsoever. The decision of TMES Shall be final and binding upon the Company/Agency.
Evaluation of Training Provider Proposals
- Presentation of the shortlisted applicants before designated committee of TMES Society.
- Evaluation of the proposals by TMES Society at competent level.
- Training Provider proposals are evaluated based on the eligibility criteria mentioned in this EOI.
- Summary of the eligible training providers will be evaluated by the committee.
- Qualified training providers will be issued a permission Letter/Work Order.
Contract Signing : The Empanelled Training providers shall be required to sign a Agreement with TMES Society/SSDM for program execution within one week.
Penalties : If the Training Provider shall not complete the assigned targets within the given time duration training provider will be levied penalties as decided by EOI issuing authority.
Expected outcome
- The empanelled Training Providers shall complete assigned trainings successfully and shall provide placements to atleast 80% of the trained candidates as per PMKVY guidelines from time to time.
2. The Training Provider shall provide report on Fortnightly/ Monthly/ Quarterly/ Half yearly/ yearly for conducted trainings as well as placement details and maintain the records.
EOI issuing Authority : The EOI issuing authority has reserves the right to exempt eligibility criteria clauses for Government Institutions. The EOI issuing authority reserves the right to reject any bid/all the bids in full or partial thereof without assigning any reason or reasons.
Sub Contract : The Training Provider shall not provide franchise / sub-letting of training to any other agency.
General
- If the TP violates the terms and conditions, clauses of EoI. The Issuing authority reserves the right to cancel the award and also impose penalties.
2. The issuing authority may also black list the agency and take legal actions as decided by applicable terms and conditions of the law as on date as decided by Government of Telangana.
3. Submission of EoI does not guarantee for Empanelment of Training Provider.
4. The issuing authority reserves the right to empanel the TPs multiple times in a year based on the need and demand.
Submission of Proposal
Interested Training Providers fulfilling eligibility conditions as mentioned above can submit their detailed proposal for undertaking placement linked Skill Training Programmes in the State.
The Training Providers shall submit their proposal in a sealed cover as per the check list given below.
The proposal shall include the documents as per checklist given below:
1. Covering Letter-Annexure-I
2. Applicant details along with required documents as per Annexure-2
3. Copy of audited financials for the last 3 years along with required documents as per Annexure-3.
4. Details of active skill development centers as per Annexure-4
5. Training and Placement details with required documents as per Annexure5
6. An affidavit for not being blacklisted Anex-6
7. A self-certificate/declaration as per Anex-7
8. Past performance of conducting similar skill development training in last 3 years Annexure-8.
Last Date for submission of EoI-II : Two months from the date of issue and will be scrutinized on rolling basis
