Expression of Interest invited for Selection of Agency for establishment of Media Centre at NSDC

The National Skill Development Corporation, (NSDC) is a one of its kind, Public Private Partnership in India, under the Ministry of Skill Development & Entrepreneurship. It aims to promote skill development by catalyzing creation of large, quality, for‐profit vocational institutions. NSDC provides funding to build scalable, for‐profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It also develops appropriate models to enhance, support and coordinate private sector initiatives. The differentiated focus for the 38 sectors under NSDC’s purview and its understanding of their viability will make every sector attractive to private investment.

Objectives of the Assignment: National Skill Development Corporation (NSDC) plans to establish Media Centre for Training (MCT) at its premises. The training contents developed at the Centre could be online or offline, depending upon the business requirements. The establishment of the Centre is to be entrusted to some competent agency that has an expertise in setting and/or operating such Centre with no obligations to NSDC except providing adequate space that may be necessary to establish such a Centre.

With an aim to efficiently utilize the available space, NSDC through its Reference No.: EOI/Customer Relations-Government Grants Management/2020/0001 is now seeking proposals to select an agency based on Scope of Work in the draft Terms of Reference (ToR).

The duration of Selection is 2 years from the date of signing the contract.

The National Skill Development Corporation (NSDC) now invites eligible agencies (“Consultant”) to indicate their interest in being selected to establish Media Centre for Training at NSDC. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are required to furnish the above information as per the format given under Annexure –I.

The Consultant should not have been blacklisted by any Government Agency/Public Sector
Undertaking/autonomous bodies. Interested consultants are required to submit a declaration on
their letter head or an affidavit to this effect as per Annexure – II.

The Consultant can associate with other firms in the form of a joint venture to enhance their technical qualifications. The “Association” in the form of a joint venture (with joint and several liability) should be stated clearly in the submission.

The EoI will be evaluated based on the Eligibility & Technical Criteria stated in Table 1 below for selection of agency to establish the Media Centre in NSDC.

Subsequent to the selection process, NSDC, on receiving individual project proposal for the mentioned assignment, will issue RFP to the selected Consultant for the individual project in accordance with the Quality & Revenue proposed by consultants.
