Mission Director, Haryana Skill Development Mission (HSDM), invites sealed proposals from agencies, with Training Centres in the state of Haryana with 4 & 5 star accreditation on the SMART Portal of NSDC for “Empanelling with Haryana Skill Development Mission (HSDM) to conduct placement linked skill training for specified Sectors & job roles at level 4, 5, 6 & 7 for the youth in the State of Haryana”.
Please note that only the agencies which have existing own centers in any District of Haryana with 4 & 5-star accreditation can apply. In cases where the accreditation has lapsed, the agency will have to submit the List of such centres along-with an indemnity bond, thereby declaring to get re-accredited and re-affiliated on SMART portal within 15 days of date of issuance of LOI. The empanelment of the centres, which have been declined accreditation or have been de-accredited,will be deemed to be cancelled after the given period. In case of HSDM allot new Job roles to the training center, the Training Partner need to get the new job role accredited by NSDC within 30 days from the date of receiving LoI.
The target will be allotted only after the accreditation is done. If the training partner fails in accrediting the center within the given time period, the LoI will be automatically deemed to be cancelled. The response to this EOI along with all required documents are to be submitted by interested agencies in hard copy on or before 12/02/2019 by 5.00 PM. After the duetime no applications shall be entertained.

The proposal has to be submitted in a sealed non-transparent envelope super scribed with “Tender Notice for Empanelment of Training Providers with Haryana Skill Development Mission(HSDM) for providing training under various schemes of HSDM for specified Sectors & job roles at level 4, 5, 6 & 7 in the State of Haryana” along with Tender Ref. No. and details of the applicant with contact no. / email id.
Incomplete responses or those received after the specified time and date or not fulfilling the specified requirement shall not be considered. The proposals will be opened in front of the Tender Committee and the authorized representative of the agencies who wish to be present, in the office of the HSDM.
Document/ Proposal Processing Fee: All Applicants have to pay a non-refundable Proposal Processing Fee of Rs. 15,000/- (Rupees Fifteen Thousand only) in the form of a Demand Draft or Bankers Cheque drawn from a Scheduled Bank in favor of “Haryana Skill Development Mission” payable at Chandigarh. The undersigned reserves the right to issue addendum/corrigendum or to accept or reject any or all proposal(s) or to cancel the whole of this Tender at any stage without assigning any reason thereof. Training Providers would be selected based on the following Sectors expertise and establishments: Health Care, Logistic, Power, BFSI, Electronics and Hardware, IT-ITeS, Retail, Tourism and Hospitality, Telecom, Agriculture, Rubber, Automotive, Green Jobs, Apparel, Food Processing, Media and Entertainment.
Eligibility Criteria
1. The agency should have existing center/s in any district of Haryana.
2. The agency can be a sole proprietorship firm, partnership firm, Company, Limited Liability Partnership, Trust or Society. Proof of constitution of the agency should be submitted. In case of VO/NGO, the unique id through NGO-Darpan portal should also be submitted.
3. The training agencies and centers should be already registered on NSDC SMART portal for PMKVY 2.0 for the present financial year 2017-18 for at least one of the job roles under the specified sectors. The List of Centers and job roles which arealready registered and accredited/ affiliated is to be furnished to HSDM along with the proposal. The agency will have to provide Smart approved Accreditation certificate of the applied Job Role.
4. Any single center cannot simultaneously operate same Job-Role for any state or central sponsored schemes.
5. However, the above restrictions are waived off in case of centers owned by the state or the central government.
6. The Training centers which are already registered on SMART portal should have a star rating of 4 and above. A training center with a star rating less than 4 will not be considered for empanelment. In case the agency registration has lapsed or due for renewal on SMART, then it should submit an declaration to HSDM for reaccrediting the center within 15 working days from the date of letter of intent issued to the respective training partner. The List of Centers and job roles which are expected to be compliant to Accreditation and Affiliation guidelines as issued by NSDC/SSC is to be furnished.
7. The Landlord/Lesser of the training centre cannot work/engage in any role of the Training Partner/Training Centre for the implementation of Skill Training.
8. All the applicants must submit the local skill gap analysis report along with the Job roles/QP in demand for the Industries existing in vicinity of the district and placement opportunities available for the proposed Districts in Haryana. This analysis should be done in consultation with local Industries, SSCs and District administration.
9. The applicant agency has to submit at least 5 numbers of MoU signed with the local Industries for the placement of the trained youth aligned to their proposed job roles.
10. The applicant training partners should have readiness to commence training on job roles Level-4 within 15 days of issuance LOI and have preparedness for the commencement of Training on Level-5, 6 & 7 job roles. These Job roles of level 5,6 & 7 in the specific sector must be accredited by NSDC within a period of 60days from the date of issuance LOI. Failing in the implementation of the given target may lead to revoke the targets.
11. The agency should have an average annual turnover of at least Rs. 30.00 lacs from training operations (excluding grants and donations) in the lasts 3 financial years- 2015-16, 2016-17 and 2017-18. A certificate from a CA should be submitted as per Annexure-II.
12. The agency should have a positive net worth in the last 3 financial years- 2015-16, 2016-17 and 2017- 18. A certificate from a CA should be submitted as per Annexure-II.
13. The agency should have experience of at least 3 years in providing skill development training and should have placement record of least 70% candidates in the last 3 financial years- 2015-16, 2016-17 and 2017-18. An affidavit has to be given in Annexure-III for the same.
14. Applicant agencies should not have been blacklisted by any donor agency/ State Government/ Central Government. An affidavit has to be submitted as per Annexure-IV
15. Applicant agencies will have to submit an undertaking to follow HSDM Training norms (as amended from time to time) for conducting the training program as per Annexure-V.
16. The empanelment of the centers, which have been declined accreditation or have been de-accredited, will be deemed to be cancelled.
17. The bidder organization has to submit a cover letter as per Annexure-I.
