DAY-NULM is a mission to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions to the poor. The Mission aims at providing shelter equipped with essential services to the urban homeless in a phased manner. In addition, the Mission also addresses livelihood concerns of urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to urban street vendors for accessing emerging market opportunities.
EST&P, a component under DAY- NULM is designed to provide skills to the unskilled urban poor. The program will provide free skill training to the urban poor to enable them for setting up of self-employment ventures and for salaried jobs in the private sector. The Program intends to fill the gap between the demand and availability of skills by providing skill training programs required by the market.

Objectives of invitation for Expression of Interests (EOI)
The objectives of this EOI is to solicit proposals from potential Skill Training Providers for conducting skill training courses under EST&P component of DAY-NULM in several sectors for all eleven districts of Mizoram for a period of one Financial Year based on satisfactory performance. It will serve as a Pre Qualification document for selecting Skill Training Providers (STPs) to increase the employability of the urban poor in Mizoram.
The competent Skill Training Provider(s) will be responsible for the development and conduct of skill training, assessment, certification and most importantly placement of candidates under DAY-NULM.
The invitation for EoI intends to provide details with respect to scope of services that are deemed necessary for the Skill Training Provider(s) to formulate.
ELIGIBILITY CRITERIA
The invitation for bids is open to all entities in India who fulfill prequalification criteria as specified below:
- Should be accredited SMART Training Centre under National Skill Development Council under DAY-NULM Scheme on or before allocation of targets for the training.
- Corporate/ Organizations/ Companies registered under Companies Act or Societies Registration Act, Registered Institutions with experience of training youth in skill development and providing placement support to the trained candidates.
- Should be able to conduct skill training only on National Skill Qualification Framework (NSQF) compliant courses.
- Should be affiliated/ empanelled with Sector Skill Councils or National Council for Vocational training for third party assessment and certification as per operational guidelines of EST&P.
- Should have established office including sufficient training infrastructure in Mizoram and/or should be willing to establish training centres in the Mission Cities and Towns in Mizoram (within a month of
signing MoU) - Should have regional experience (Within Mizoram/ North East India)
- Should have placement partners within the state of Mizoram or nation who are legally registered.
- Should have a capacity to develop standard curriculum as per National Occupational Standard or Modular Employable Skill.
- Applications from blacklisted or de-barred applicants by any Government Department or similar organisation will not be entertained.
- The applicants shall provide information and supporting documents towards their claims

The invitation for EoI is issued by the Department of Urban Development & Poverty Alleviation, Government of Mizoram and is intended to shortlist potential and reputed agencies who will be Skill Training Providers (STPs) for DAY-NULM, Mizoram.
