Haryana Skill Development Mission (HSDM) is the apex body for all skilling initiatives in the State. HSDM envisions capacity building of unemployed youth by delivering quality skill training, leading to meaningful employment, to stimulate economy of the state.
Mission Director, Haryana Skill Development Mission (HSDM), invites sealed proposals from agencies, with Training Centers in the state of Haryana with 4- & 5-star accreditation on the SMART Portal of NSDC for “Empanelment with Haryana Skill Development Mission (HSDM) to conduct placement linked skill training for Sectors & job roles at level 4, 5, 6 & 7 for the youth in the State of Haryana”.
It is clarified that only the agencies having existing centers in any District of Haryana and Chandigarh with 4 & 5-star accreditation can apply.
In cases where the accreditation has lapsed, the agency will have to submit the List of such centers along-with an indemnity bond, thereby declaring to get these centers re-accredited and re-affiliated on SMART portal within 90 days from the date of issuance of Letter of Intent LOI. The empanelment of the centers, which have been declined accreditation or have been de- accredited, will deemed to be cancelled after the given period.
HSDM will allot job roles to the training centers after the accreditation is done. If the training partner fails in accrediting the center within the given time period, the LoI will automatically deemed to be cancelled. HSDM, through this Notice Inviting Expression of Interest (EOI), seeks to empanel Training partners meeting the requisite eligibility criteria, to conduct training in the State of Haryana.

Eligibility Criteria:
Applicants fulfilling the following criteria will be eligible to participate through this Notice Inviting Expression of Interest:
1. The agency should have existing center/s in any district of Haryana or Chandigarh.
2. The agency can be a sole proprietorship firm, partnership firm, Company, Limited Liability Partnership, Trust or Society. A certificate of incorporation should be furnished by the Agency along with the proposal.
3. The training agencies and centers should be already registered on NSDC SMART portal for PMKVY for job role under the sectors. The List of Centers and job roles which are already registered and accredited/ affiliated is to be furnished to HSDM along with the proposal as per specified format enclosed at Annexure-7. The agency will have to provide Smart approved accreditation certificate of the applied Job Role.
4. The Training centers which are already registered on SMART portal should have a star rating of 4 and above. A training center with a star rating less than 4 will not be considered for empanelment. In case the agency registration has lapsed or due for renewal on SMART, then it should submit a declaration to HSDM for reaccrediting the center within 90 days from the date of letter of intent issued to the respective training partner. The List of Centers and job roles which are expected to be compliant to Accreditation and Affiliation guidelines as issued by NSDC/SSC is to be furnished.
5. All the applicants must submit the local skill gap analysis report along with the Job roles/QP in demand for the Industries existing in vicinity of the district and placement opportunities available for the proposed Districts in Haryana. The skill gap analysis should be provided as per the Annexure- 6. This analysis should be done in consultation with local Industries, SSCs and District administration.
6. The applicant agency has to submit at least 5 numbers of MoU signed with the local Industries for the placement of the trained youth aligned to their proposed job roles. The format for the MOU is being enclosed as Annexure 10.
7. The applicant training partners should have readiness to commence training on job roles within a period of 120 days from the date of issuance of Letter of Intent. Any inordinate delay in commencement of targets may lead to revoking of targets.
8. The agency should have an average annual turnover of at least Rs. 30.00 lacs from training operations (excluding grants and donations) in the last 3 financial years- 2016-17, 2017-18 and 2018-19. A certificate from a CA should be submitted as per Annexure-II.
9. The agency should have a positive net worth in the last 3 financial years- 2016-17, 2017-18 and 2018 and 2018-19. A certificate from a CA should be submitted as per Annexure-II.
10. The proposed training center should have provided at least one batch of skill development training and should have placement record of at least 70% candidates in the last financial year. Information has to be given in Annexure-III for the same.
11. Applicant agencies should not have been blacklisted by any donor agency/ State Government/ Central Government. An affidavit has to be submitted as per Annexure- IV
12. Applicant agencies will have to submit an undertaking to follow HSDM Training norms (as amended from time to time) for conducting the training program as per Annexure-V.
13. The empanelment of the centers, which have been declined accreditation or have been de-accredited, will be deemed to be cancelled.
14. The Bidder shall submit a Letter of Authorization as per Annexure-9, authorizing the signatory of the proposal to commit the Bidder and agreeing to ratify all acts, deeds and things lawfully done by the said attorney
15. The Bidder has to submit a cover Letter as per Annexure-1.
16. Proposal should be properly binded either spiral binding or bookbinding.
