The “Enhancing Skill Development Infrastructure in NE States” scheme (ESDI Scheme) was formulated in 2011 to enhance the existing infrastructure of skill development in the Northeastern States. The scheme has following components:
(i) Upgradation of 20ITIs by introducing 3 new NCVT trades;
(ii) Supplementing infrastructure deficiencies in 28 ITIs – constructing new hostel, boundary wall and supplementing old and obsolete tools and equipment;
(iii) Funding Monitoring Cells at Central & State Level and.
(iv) Establishment of 22 new ITIs in 8 NE States
In the current assignment, the Central Project Monitoring Unit (CPIU), Directorate General of Training (DGT) under Ministry of Skill Development and Entrepreneurship, Government of India through its Notification No: MSDE/DGT-35/04/2017-PCT/ESDI wishes to engaging a consultancy firm to carry out a third party review for undertaking Review/Evaluation of the scheme “Enhancing Skill Development Infrastructure in NE States”
The key objectives of this assignment are to:
(a) continuation of the scheme, (b) review the quality of civil works undertaken by the project in sample institutions; (c) whether any modification needed; (d) suggestions to improve the quality of implementation; (e) performance on the output-outcome indicators; and (f) decide on its sunset time.
The selected consultant is expected to engage with the CPIU, and co-ordinate with State Project Implementation Units (SPIUs) housed within the Departments of Training and Employment (DTE), and Industrial Training Institutes within each State and other stakeholdersw to ensure specific output-outcomes in agreed areas.
The shortlisting criteria are :
a. The firm should be in the business from last 5 years
b. The firm must provide information indicating that they are qualified to perform the services (brouchers, experience in similar conditions, general qualifications and experience, number of key staff appropriate for the assignment, Quality accreditation details, financial turnover etc.)
c. The firm must seperately the turnover of the firm and turnover from activities relating to conducting independent assessment / evaluation or similar activities of scheme for each of the last 3 years i.e. 2015-16, 2016-17. 2017-18.
d. The firm should have conducted evaluation studies or similar activities for at least 2 projects including quality and fiduciary assurance mechanisms to at least 2 projects in the past 5 years for National / State Level government projects, preferably for Northeastern States.
e. The bidder should not have been blacklisted by any Central/State Government / Public Sector Organization or under a declaration of ineligibility for corrupt or fraudulent practices.
f. The set of the document must not exceed 100 pages.
The attention of interested Consulting firms is drawn to Central Government’s policy on conflict of interest.
Consulting firms will be selected in accordance with the Quality and Cost Based Selection (QCBS) method specific in “Rule-192” set out in the Consultant Guidelines of the GFR-2017.
The firms already submitted their EOI by responding to the advertisment published in the DGT website may submit fresh EOI based on the revised advertisement; otherwise the already submitted EOI will be treated as final.
