BSDM invites RFP under Build-Operate-Transfer Model in Bihar

Bihar Skill Development Mission (BSDM) envisages selection of an agency through RFP for implementation of the following scope through a Build-Operate-Transfer (BOT) model.

The selected agency will develop the Knowledge Framework (Portal), LMS, eContent / Content for the various skilling initiatives of BSDM (as detailed in the scope or as instructed by BSDM) using their own infrastructure / hardware and after the development, testing, user acceptance, security audit clearance and operating it for the project period(or as instructed by BSDM) will transfer all applications / frameworks developed to State Data Center or any other location as directed by BSDM and all rights over the application and the Data will be with BSDM.

BSDM invites proposals (Two Bid System) from reputed and experienced organizations for selection of an agency.

Scope of Work:

  1. Knowledge Framework (Portal) for all Skill Development Programs Management (KFP-SDPM)
    1. Skill Development Center (SDC) / Center Life-Cycle Management System
    2. Candidate’s administrative life-cycle management system
  2. Learning Management System (LMS) for such skill development courses (as and when prescribed) which will run in a quasi online medium having eContent
    1. Candidate learning life-cycle management system
    2. eExamination management system
    3. Assignment management system
  3. eContent for skill development courses (as and when prescribed) which will run in a quasi online medium through Learning Management System (LMS)
    1. eContent Provider for Kushal Yuva Program (eCP-KYP)
      1. KYP Course 1: English and Hindi Communication Skills
      2. KYP Course 2: IT Literacy Skills
      3. KYP Course 3: Soft Skills and Life Skills for Workplace Readiness
    2. eContent Provider for Bihar State – Certificate in Financial Accounting (BS-CFA) including GST and Tally
    3. Other General terms related to eContent for Kushal Yuva Program and BS-CFA
  4. Printing and Transportation of Books at District HQs – for courses which will run in aquasi-online medium through LMS and eContent (like KYP and BSCFA Course which is currently being implemented by BSDM)
  5.  State-wide Implementation, Monitoring and Operation Support for Skill Development Programs for entire contract duration.

Last Date for Submission: 24 April 2024, 15:00 hours (03:00 PM IST) (Note: The next working date will be the effective date in case of the date being a holiday. )

Note:

  • Bids along with necessary online payments must be submitted through e-Procurement portal www.eproc2.bihar.gov.in before the date and time specified in the NIT/RFP. The department / Tendering Authority doesn’t take any responsibility for the delay / Non-Submission of Tender / Non-Reconciliation of online Payment caused due to Non-availability of Internet Connection, Network Traffic/ Holidays or any other reason.”
