Pradhan Mantri Kaushal Vikas Yojana (hereafter referred as PMKVY) 2016-2020 is a flagship scheme of Ministry of Skill Development and Entrepreneurships (hereafter referred as MSDE) was launched on 15 July, 2015, on the occasion of World Youth Skills Day by Honorable Prime Minister, Shri Narendra Modi. PMKVY is implemented by National Skills Development Corporation (NSDC) under the guidance of the Ministry of Skill Development and Entrepreneurship (MSDE) with an outlay of Rs 12000 crore to train 1 crore youth of the country with an objective to enable and mobilize a large number of youth (unemployed youth or, school/ college dropouts) to take up industry designed quality skill training, become employable and earns their livelihood from increased productivity with existing workforce. PMKVY scheme is being implemented by the state governments along with central government through two components – CSSM and CSCM.
The PMKVY 2.0 scheme is being implemented under two components:
I. Centrally Sponsored State Managed (CSSM): 25% of the funds of PMKVY 2.0 shall be allocated to the States and total physical target allocated to Gujarat for skilling is
77, 825 youth from 2016-2020.
II. Centrally Sponsored Centrally Managed (CSCM): 75% of the PMKVY 2.0 funds shall be available to MSDE for skilling through National Skill Development Corporation (NSDC).
Being a Project Implementation Agency for promotion of skill development, entrepreneurship & innovation in the state, Gujarat Skill Development Mission (GSDM) has been entrusted to execute this scheme in Gujarat. In this reference, GSDM invites the RFP from interested and eligible training providers for submission of proposal for empanelment to undertake project under CSSM component of PMKVY 2.0. The eligible empaneled training provider shall implement PMKVY 2.0 training in identified/proposed sector and job roles across Gujarat.
II. Objective:
GSDM has the mandate to implement the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) scheme’s state managed component by empaneling the training partners.
GSDM being a state level nodal agency for implementing state level component of PMKVY 2.0, and is expected that with respect to the key indicators and processes, to ensure achievement of overall PMKVY 2.0 goals and objectives. Empanelment of Training Partners is one of the significant aspects for the smooth and seamless implementation of the Scheme.
In view of the above, GSDM by way of this RFP, invites proposal from interested training providers for engaging an independent TP herein referred to as ‘Applicant’ for implementation of PMKVY 2.0 in the State.
Key features
The vision of the RFP implementation approach is to increase the capacity and capability of the scheme as a whole to deliver quality skill training and placement to the youth of the country and thus meet the growing demand for skilled human capital in various economic sectors.
The major steps involved in the selection of training providers in the project mode as per this
RFP are summarized below:
1. PMKVY RFP mode focuses on the inclusiveness of Training Providers who are
a. Training Providers shall be empaneled with State Government organization and executing State skilling department Scheme.
b. Training Providers shall be empaneled with Central Government organization and executing skill development programmes promoted by Central Ministries.
c. Affiliated TPs of National Skill Development Corporation.
2. Along with this, emphasis will be on quality of training and placement. Training organizations that wish to train candidates in aspirational districts as identified by NITI Aayog will be encouraged to apply.
3. Eligible Institutions and organizations are invited to submit proposals for allocation of targets through this RFP. The applications will be accepted only during the schedule give in this RFP.
4. Each applicant organization shall have to register on all online portals as per the PMKVY 2.0 guidelines.
5. Each applicant organization can submit proposal for multiple proposed centres. Each training centre proposed by an applicant should contain the details of the sector for training along with job roles (whose curriculum and content are available) in which the applicant organization wishes to conduct trainings.
6. After the date of receiving applications is over, all applications will be evaluated as per the evaluation criteria.
7. After the evaluation, targets will be allocated to the applicant (TP) for each proposed centre as decided by GSDM.
8. Due diligence will be taken up for the shortlisted/eligible applicant organizations for the target allocation.
9. Post allocation of the targets, the applicant organizations can start training in proposed centres only after successful accreditation and affiliation of each training centre. For centre accreditation and affiliation applicant shall have to apply on Skill Management Accreditation of Training Centres (SMART) and shall have to obtain 4 or above star rating in accordance with the centre accreditation or affiliation guidelines.
10. Preference will be given to such applicants those who have already under gone Centre Accreditation Application Form (CAAF) on SMART and shall have to obtain 4 or above star rating.
11. The performance of the Training Providers allocated with targets would be monitored for quality aspect of Training, placement and other factors.
12. The PMKVY scheme does not allow franchising/consortium/Sub contracting.
13. PMKVY guidelines to be referred for more clarification in case of any ambiguity.
14. Training Provider shall have to provide undertaking–cum indemnity bond available on PMKVY 2.0 website.
15. Empanelment of training provider will be valid till March 2020 and targets will be allotted accordingly.
16. Training provider, if already empaneled with CSSM-
a. Shall not have to furnish Performance Security Deposit (PSD)
b. No need to apply through this RFP as technical criteria have already been met. However, request for additional centres/ targets should be received before last date of this RFP.
3. Eligibility Criteria
The Applicants shall submit the proposal as per the attached annexures.
1. Training Providers shall be empaneled with State Government organization and executing State skilling department Scheme.
2. Training Providers shall be empaneled with Central Government organization and executing skill development programmes promoted by Central Ministries.
3. Affiliated TPs of National Skill Development Corporation.
4. An applicant organization should be eligible to work in a region and not be blacklisted by any donor agency/ State Government/ Central Government/competent authority
5. An entity or any TC of the Entity should not be blacklisted for any project implemented by NSDC/MSDE/ any central/ State skilling Department.
6. An applicant organization should not be included in the Threshold of the PMKVY monitoring Penalty Grid
7. Sub-contracting, sub-letting, franchisee arrangement or consortium of any kind is NOT allowed for any Organization.
4. Other Instruction to Applicants
a. All documents to be submitted duly signed and sealed (with official seal) in two separate cloth bound covers one original and one duplicate with duly numbered pages. Both covers to be written on top ORIGINAL and DUPLICATE respectively. Original documents to be kept in ORIGINAL marked cover and photocopied documents to be kept in DUPLICATE marked cover.
b. Applicant is expected to examine all instructions, forms, terms and specifications in the RFP documents. Failure to furnish all information required by the documents or submits a RFP not substantially responsive to the bidding documents in every respect may result in the rejection of the application.
c. The shortlisted agency should furnish a Performance Security Deposit (PSD) of Rs. 5 lakhs, in the form of a Bank Guarantee (BG).
d. General power of attorney/Board of Directors resolution/ Deed of Authority contract and all correspondences/documents thereof. Format for General Power of Attorney is given at Annexure-2
e. Duration of the project will be till March 2020, which can be further extended if needed.
f. Funding pattern will be as per PMKVY 2.0 guidelines (as amended from time to time).
g. The applicant shall have to pay nonrefundable processing fees Rs. 10,000/- (Ten Thousand Rupees only) in form of Demand Draft in separate envelop along with RFP document. The DD shall be in favor of “Gujarat Skill Development Society” (GSDS) payable at Gandhinagar. Application without submission of proposal processing fees Rs. 10,000/- in the form of demand draft shall be liable to reject.
h. The Applicant shall have to follow PMKVY 2.0 guidelines/any circular issued by GSDM pertaining to CSSM component (as amended from time to time) for Training delivery, Assessment & Certification, Placement, Tracking, Payouts etc.
