Executive Director, Indian Public Library Movement (IPLM), NASSCOM Foundation invites proposals from qualified agencies to undertake Learning Management System Development work for their Public Libraries Development Initiative called IPLM.
1. INTRODUCTION
NASSCOM Foundation is a non-profit organization that is building an ecosystem to bring to fruition – Technology for Good. NASSCOM Foundation, leveraging its unique position as the social arm of the industry body NASSCOM, aims to meet this ‘demand’ tapping the ‘opportunity’. Our work is just as expansive and evolutionary as the potential that technology and corporate India entail. Drawing strength from its strong association with its four major stakeholders – NASSCOM, NGOs, Social Enterprises and Government, the Foundation is changing India bit by bit.
Public libraries remain a hugely under utilised community resource with latent potential of transforming society. In current context where information and connectivity are essential tools of empowerment, it presents an opportunity to revitalise public libraries and capitalise its true potential in reaching the information poor communities and empowering them. IPLM Secretariat/ NASSCOM Foundation with the support from Bill & Melinda Gates Foundation (BMGF) and the implementing partners marked the beginning of this ambitious movement in its first phase in a project mode to reposition select Public Libraries in India. IPLM seeks to reposition public libraries across the country by employing a variety of strategies, such as change management, capacity building programs for library staff, public library campaigns, networking events, partnership development with public and private sector entities and also stepping up engagement of libraries with communities. The vision of the IPLM is to ‘create an enabling environment for the public libraries through working towards systemic change, multi-stakeholder engagement and application of relevant technology in order to demonstrate responsive and scalable best practices to address the changing community needs’.
The four broad outcomes of IPLM include:
— Community members including disadvantaged groups find enhanced and locally relevant services that meet their information, skills and knowledge needs
— Sustainability of community responsive public libraries is ensured
— A robust and transparent impact measurement framework is used to consistently measure and demonstrate effectiveness of libraries and their positive impact on people’s lives in all libraries where iplm is implemented
— There is a tested, independent organizational structure or other identified management mechanism to sustain iplm and scale it to other states.
The program plan includes setting up a robust measurement and evaluation mechanism aligned with global standards and requirement as well as suiting to the context of Indian Public Libraries. It will include generating a baseline, regular measurement, and generating evidence and periodic reports during the implementation stage to provide evidence for impact. The expected outcome of the M&E element is to demonstrate the evidence of the investments through measurement and evidence but also build the momentum for strengthening libraries across the nation through sustained advocacy and resource mobilization.
2. GENERAL REQUIREMENT
One of the core activities of IPLM is to build the capacity of the librarians and library staff. With the study undertaken by IPLM along with its learning partner on the status and capacity building needs of public libraries across IPLM intervention libraries and from a training needs consultation of practicing librarians, whereby librarian/ library staff and their training needs were also assessed. The study brought out several important aspects of training and capacity building for librarians and library staff. These training needs ranged from Basic ICT Skills to Skills for Partnering, Community Profiling, Financial Management, Library Promotion, etc.
Keeping this in view, IPLM in collaboration with its partners is developing a comprehensive training and capacity building framework for librarian/ library staff. The objective of the training programme is to build the capacity of librarian/ library staff to effectively deliver relevant content and services, which are more people-friendly through building their personal, technical, management, and partnering skills.
In order to implement this training and capacity building initiative, IPLM needs a technically competent agency to develop a robust Learning Management System to run the course(s).
3. SCOPE OF WORK
The selected agency will work closely with the IPLM secretariat and the eLearning Content Development agency in creating the Learning Management System and the broad scope of work (subject to change as we evolve) is mentioned below:

3. Identified Agency shall develop the system in active consultation with the agency developing the eContent and shall ensure smooth migration of eContent on the LMS and ensure that the content is tracked.

8. The copyright of the developed system shall remain vested with the IPLM/ NASSCOM Foundation
9. Application software in two sets of DVD-ROMs along with source code and/ or license of third party API/ any other software used shall be given at the time of submission
10. User manuals in both soft and hard copy shall be submitted at the time of submission
11. Payment Terms
— 30 percent on submission and approval of System Architecture and System Requirement Specifications
— 50 percent on completion of proto-typing and completion of final system
— 20 percent on successful installation at the server and User Acceptability Test (UAT) by IPLM
The payment will be released on receipt of invoice and approval from IPLM.
12. Approach to delivery: The approach to delivery by the selected agency will have to be collaborative for carrying out the tasks identified.

14. Period of Performance: The tasks will be carried out within a period of six months from the date of issue of work order. A detailed timeline for each task will be required to be submitted within one week of signing the contract.
4. ELIGIBILITY CRITERIA
— The agency must be a registered entity in India with at least three years of existence as on 01st May, 2017. Certificate of Incorporation/ Company Registration Certificate/ Service Registration Certificate to be attached as a proof.
— The agency should have developed and delivered at least three Learning Management System projects within the last three years. Copy of the Work Order to be produced.
— The agency should have trained at least 5 lakh candidates using their developed LMS. Certificate of Experience to be enclosed.
— The agency should not be blacklisted/ debarred by any Statutory or Regulatory Authorities. Self-Declaration on Letterhead.
— The agency should be able to assign a dedicated team leader from the LMS development domain. CV should be attached
— The agency should submit the project management structure with clear timelines and manpower. Document to be submitted.
5. SELECTION CRITERIA
The evaluation of each proposal to this RFP will be based on the requirements set out in this solicitation. The selection committee will evaluate each proposal based on the following criteria with assigned weightage:
— The skills, experience and qualification of the team leader and team members who will be performing the services requested (20%)
— Understanding of the agency about the IPLM’s needs as well as operating and the technical context (30%) which will reflect through their technical proposal
— Prior relevant experience in developing the Learning Management System (40%) through sample content
Budget (10%)
6. TERMS AND CONDITIONS
— The Request for Proposal is not and shall not be considered as an offer by IPLM.
— All responses must be received on or before the date and time indicated on the RFP. Late responses will not be considered.
— Incomplete proposals will be summarily rejected
— All proposals will be considered binding offers. Prices proposed must be valid for entire period provided by respondent.
— Agencies with background of Learning Management System development experience in Education/ Skill Development/ Awareness programme will be preferred
— All awards will be subject to IPLM/ NASSCOM Foundation’s contractual terms and conditions.
— IPR of all the materials including guide books, framework, course content and supplementary materials, developed in any form during the project period, using IPLM funds would be transferred to IPLM and any other party would be eligible to use those after getting a written permission from IPLM to do so.
— IPLM reserves the right to accept or reject any proposal or cancel the solicitation process at any time, and shall have no liability to the proposing organizations submitting proposals for such rejection or cancellation of the request for proposals.
— All information provided by IPLM in this RFP is offered in good faith. Individual items are subject to change at any time, and all bidders will be provided with notification of any changes. IPLM is not responsible or liable for any use of the information submitted by bidders or for any claims asserted.
— IPLM at its own discretion may consider relaxation in eligibility criteria for deserving agency
— IPLM reserves the right to require any bidder to enter a non-disclosure agreement.
— The proposal should have both the technical and financial quotes.
7. FORMAT FOR PROPOSAL
— Introduction: Brief introduction about the agency including year of establishment, nature of registration, management, contact details, etc.
— Areas of work: Areas of work your agency has been involved so far
— Past Experience: Learning Management System development work done so far, mention of each projects and the kind of organisations the bidding agency has worked for
— Achievements: Provide evidence of the agency’s accomplishments (number of learners trained using your LMS, appreciation received, and project completion certificates)
— Delivery Plan: How you plan to develop the LMS for IPLM, what are the key deliverables with timelines, and plan of action.
— Describe experience, skills, organization assignment and qualifications of team leader and key staff members who would be assigned for this work
— Budget: Budget should mention the type of manpower and number of man days, unit cost.
— Proposal should be submitted in a sealed envelop only mentioning clearly “IPLM Proposal for Learning Management Systems Development”.
The proposal should contain the following supporting documents:
— Certificate of Incorporation/ Company Registration Certificate/ Service Tax Registration Certificate to be attached as a proof.
— Audited Balance Sheet/ IT Return for the Past three years
— Copy of the Work Order to be produced.
— Certificate of Experience in LMS development to be enclosed.

— CV of the team leader and team members should be attached
