Karnataka Evaluation Authority (KEA), a registered non-profit society functioning under the Planning, Programme Monitoring and Statistics Department, Government of Karnataka (hereinafter may also be referred to as “Client”) invites Proposals for providing consultancy services for evaluating the “Tracer Study for Technical Vocational Education and Training (TVET) Employment Outcomes of Graduates from ITIs in Karnataka”. More details on the Services are provided in the attached Terms of Reference.
The Request for Proposal (RFP) applies to Karnataka Evaluation Authority empanelled Evaluation Consultant Organizations (ECOs) only (hereinafter referred to as “Consultant”) capable of performing thematic and evaluation studies of Government schemes.
The Consultant will be selected under Quality-and Cost-Based Selection (QCBS) and procedures described in this RFP.
The consultants are invited to submit a Technical Proposal and a Financial Proposal, as specified in the Data Sheet (the Proposal) for consulting services required for the Assignment named in the Data Sheet. The Proposal will be the basis for contract negotiations and ultimately for a signed contract with the selected Consultant.
The Assignment shall be implemented in accordance with the phasing indicated in the Data Sheet. When the Assignment includes several phases, the performance of the consultant under each phase must be to the client’s satisfaction before work begins on the next phase.
The Consultants must familiarize themselves with local conditions and take them into account in preparing their Proposals. To obtain first-hand information on the Assignment and the local conditions, consultants are encouraged to pay a visit to the Client before submitting a Proposal and to attend a pre-proposal conference if one is specified in the Data Sheet. Attending the pre-proposal conference is optional. The Consultant’s representative should contact the officials named in the Data Sheet to arrange for their visit or to obtain additional information on the pre-proposal conference. Consultants should ensure that these officials are advised of the visit in adequate time to allow them to make appropriate arrangements.
The Client will provide the inputs specified in the Data Sheet, assist the firm in obtaining permissions needed to carry out the services and make available relevant project data and reports.
Please note that (i) the costs of preparing the proposal and of negotiating the contract, including a visit to the Client, are not reimbursable as a direct cost of the Assignment; and (ii) the Client is not bound to accept any of the Proposals submitted.
