Ministry of Skill Development and Entrepreneurship, Government of India, intends to engage a Consultancy firm/agency for a Project Monitoring Unit (PMU) for the Scheme “Skill India Programme”, details of which have been provided in the RFP document.
The Ministry intends to select a Consultancy Firm/agency to provide manpower for the PMU, through a competitive bidding through open invitation to bid, in accordance with the Quality cum Cost Based Selection (QCBS) method procedure set out herein.
The Applicant shall submit its Proposal online (the Technical Proposal and the Financial Proposal), on the GeM portal (https://gem.gov.in), duly signed in digital form by the authorized signatory of the Applicant, no later than the date and time specified as the PDD as specified in document, by uploading the complete and legible scanned/digital copies of Technical and Financial Proposal in digital format (i.e. scanned copy of original signed documents and the supporting documents and financial bid in .xls, format).The documents submitted in the Proposal should be scanned in at least 100 dpi with black and white option. Each page of the submission shall be initialed by the Authorized Representative of the Applicant as per the terms of this RFP.
Central Sector Scheme of ‘Skill India Programme’ having following three components will belaunched by Ministry of Skill Development & Entrepreneurship for the duration of 4 years i.e.,FY 2022-23 to 2025-26 with an outlay of Rs. 8800 Crore.
- Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0)
PMKVY provides NSQF aligned short-term modular skill courses (usually 200- 600 hrs) and Recognition of Prior Learning (RPL) aimed at creating an industry ready workforce. The scheme PMKVY 4.0 aims to create a pool of around 1.5 Crore certified candidates with higher employability skills. - Pradhan Mantri-National Apprenticeship Promotion Scheme (PM-NAPS)
PM-NAPS is an apprenticeship promotion scheme which provides Government support i.e., 25% of the stipend paid to an Apprentice (maximum of ₹1,500, per month), targeted at candidates with educational qualification up to School/ ITI/ Diploma. The scheme PM-NAPS aims to train more than 46 lakhs youths. - Scheme of Support to Jan Shikshan Sansthan (NGOs) for Skill Development
JSS is a community-driven doorstep vocational training scheme targeted at non- literates, neo-literates and school dropouts implemented through NGOs. The Scheme JSS aims to impart skills to more than 28 lakhs beneficiaries.
In this regard, the Ministry intends to engage a reputed consultancy firm/agency, for a period of three years extendable upto one year to provide consultant for providing technical and project management support for the scheme “Skill India Programme” to the Ministry of Skill Development & Entrepreneurship (MSDE) during the period FY 2023-24 to 2025-26
Scope of Work
PMKVY 4.0
- Preparing robust strategy for effective implementation of the PMKVY 4.0 scheme.
- Ensure proper coordination with National Skill Development Corporation (NSDC) and other Implementing Agencies for smooth implementation of the Scheme.
- Extending support for designing the target allocation methodology for various components (Short Term Training, RPL, Special projects) under PMKVY 4.0.
- Support MSDE for effective monitoring of PMKVY 4.0.
- Extend necessary support to design/ periodic updation of PMKVY 4.0guidelines including relevant Standard Operating Procedures (SOP).
- Facilitate smooth convening of Steering Committee and Executive Committee meetings of PMKVY 4.0 periodically as per guidelines and requirement along with ensuring the follow-up actions and compliances.
- Extending support to convene review meetings, stakeholder consultations and ensuring follow-up communications, actions, and compliances.
- Analysis of periodic data related to scheme, skill ecosystem and other measurable parameters for effective decision making at MSDE.
- Submission of Monthly Progress Report (MPR) on measurable indicators of the Scheme.
- Support in setting up new training centres/ Skill Hubs in Schools, Higher Education Institutions (HEIs), industry premises based on requirement.
- Monitor the data requirement for various online portals and compliances like PRAYAS, SIP/SID, DARPAN etc. for consistency of data reporting and inputs to MSDE.
- Support in examining the proposals received from various stakeholders for participating in the PMKVY 4.0 scheme.
- Facilitate resolution of issues related to policy, operational and financial aspects of PMKVY 2.0 and PMKVY 3.0 including its sub-schemes/special projects.
- Providing insights to MSDE for policy interventions and recommendations/ advisory to be issued for making the skill ecosystem better.
- Coordination with different stakeholders of MSDE (including NSDC, NCVET, SSCs, NIESBUD, IIE). Overall coordination with various stakeholders and data analysis atcentral level.
- Support to MSDE to drive overall convergence agenda among different Central Ministries, NITI Aayog and States.
- Support in preparation of strategic notes/responses/ data requirements pertaining to PMO, NITI Aayog, Central Ministries.
- Overall coordination and preparation of notes/ presentation w.r.t to parliament matters, standing and consultative committees, international organizations etc.
- Enable MSDE senior leadership with qualitative inputs forevidencebased decision making on skilling matters.
- Advisory on implementation of guiding lines envisioned under National Education Policy (NEP) 2020 and coordination with Ministry of Education.
- Coordinating and preparing necessary documents for PMKVY scheme.
- Preparing data reports as per the needs of the schemes periodically (weekly/fortnightly/ monthly/ quarterly/ annually) and adhoc.
- Schedule VCs/ prepare DO letters for States/UTs for various matters related to PMKVY 2.0 and PMKVY 3.0 closure.
- Preparation of Concept Note, EFC, Cabinet and other documents related to next version of PMKVY Scheme.
- Prepare State profiles for different States for providing response to PMO, office of Hon’ble Minister, SDE etc.
- Maintaining synergy with other MSDE schemes such as SANKALP, STRIVE, Entrepreneurship, CTS, Polytechnics (under DGT).
- Management of a customized Dashboard for the scheme at MSDE level.
- Any other works as assigned by Wing Head.
PM-NAPS
- Facilitate in planning and implementation of NAPS scheme
- Create organic linkages with Short Term Training
- Facilitate in amendments of apprentices act 1961 & Apprenticeship rule 1992
- Support in development of Technician (vocational)apprenticeship training scheme
- Facilitate in analysis to gauge the effectiveness of National Apprenticeship Mela
- Increase awareness for optional trades and encourage apprenticeship programme
- Support in handholding of the establishments and local clusters along with District Administration and SSDMs to create strong apprenticeship network
- Facilitate in development of guidelines for empanelment of third part aggregator (TPA). Monitoring of TPAs
- Support development strategy to increase/energies apprenticeship program under informal/MSME sector and create scope for further expansion
- Maintain database of apprenticeship initiative and provide requisite information whenever it’s necessary
- Support in preparation for various stakeholder workshops to enhance the awareness about the scheme and increase the participation of the industry.
- Support in end-to-end management of apprenticeship portal, resolving technical glitch and maintaining dashboards.
- Analyse apprenticeship datasets and drawing policy level inferences.
- Support MSDE in regular follow up with various stakeholders, conducting periodical reviews on various parameters of the scheme.
- Overall monitoring, evaluation and learning from different MSDE schemes and initiatives
- Coordination with different stakeholders of MSDE (NSDC, NCVET, SSCs, NIESBUD, IIE)
- Overall coordination & data analytics at central level

- Assist in release of Recurring Grants
- Settlement of Accounts for the Grants-in-Aid released during previous years to the JSSs
- Issuance of Utilization Statements
- Release of Non-Recurring Grants to the agencies for setting up of new JSSs
- PFMS – Creation & approval of Agencies, Creation & Approval of Sanctions, Financial Monitoring through EAT module, Drawing several reports etc.
- Data management on E-Sameekhsa, LIMBS, Uthan &other portals
- Facilitate in JSS course and curriculum Development
- Prepare Minutes for Steering Committee & other meetings.
