Background
Skill Needs Assessment for Nashik’s Quality City Mission
The Quality City Mission (QCM) is a collaborative effort that empowers Urban Local Bodies (ULBs) to enhance the quality of life through three primary themes: Mission Skilling, Mission Clean City, and Mission Education. Quality City Nashik (QCN), a social welfare organization, works with ULBs to improve education for underprivileged children, provide skilling programs for unemployed youth, and support community clean city initiatives. Their aim is to position Nashik as a leading “Skill City,” focusing on various occupational groups such as construction workers, domestic workers, drivers, and more.
Recently, the Quality City team in Nashik has updated its skilling initiatives and requested guidance from
National Skill Development Corporation (NSDC) to develop a comprehensive roadmap for all skill training across the city. With this lens, a comprehensive needs and aspirations assessment exercise encompassing various stakeholders in Nashik, including its 264 villages is proposed.
The primary objective is to identify key interventions necessary to establish Nashik as a quality city, particularly focusing on the pillar of Mission Skill.
The scope of the study is to gain a clear understanding of the current situation in Nashik regarding skill development. This analysis includes identifying existing strengths, weaknesses, and opportunities, thus establishing a baseline for improvement initiatives.
The following are the subcomponents to the study:
- Identification of current skill gaps and needs within the Nashik community.
- Assessment of demand for various skill sets across different sectors and industries in Nashik.
- Understanding aspirations and preferences of individuals regarding skill development and employment opportunities.
- Exploration of existing resources, infrastructure, and initiatives related to skill development in Nashik.
- Prioritization of key areas for skilling intervention within the Nashik Quality City Mission framework.
- To provide training to the identified small enterprises, including micro-enterprises, focusing on market linkage, digital literacy, financial literacy, etc.
Scope of Work
This RFP invites proposals for conducting a skill development and youth aspirational assessment in Nashik Tehsil. The project aims to analyze both the demand and supply side, targeting industries, MSMEs, educational institutions, and youth. The project is expected to be completed within 90 days from the date of the agreement (refer components, page 16)
Following are the deliverables expected from the Implementation Agency:
- Inception report outlining the project plan and methodology.
- Interim report covering initial findings from the demand and supply-side assessments.
- Submission of clean raw dataset along with topline findings.
- Final report detailing the key insights, data analysis, and actionable recommendations.
Following are other important considerations:
- The Agency must not outsource any of the activities related to skilling and placement. Any form of outsourcing/ subletting will be considered a non-compliance and may lead to strict action for the Implementing Agency.
Duration of Assignment
The duration of assignment shall be 90 days from Letter/E-mail of Intent/ start of agreement. However, the quality ofservice provided by the Consultant and the performance of the Consultant shall be reviewed continuously and in case the performance is found unsatisfactory, the Consultant’s contract can be terminated at NSDC’s discretion. If the project demands an extension and the performance is found satisfactory then the contract may be extended as required. In case there is a requirement for more Consultants for any reason, NSDC may procure services from more Consultants for similar purposes
