NSDC invites RFP for Skill Development in JNV and EMRS Schools

National Skill Development Corporation (NSDC) intends to select an Bidder for Supply, installation, commissioning, and users training for Jawahar Navodaya Vidyalaya (JNV) & Eklavya Model Residential Schools (EMRS) through establishment of Skill Labs under SANKALP.

The Bidders with whom this RFP is shared, are invited to submit a Technical Proposal and a Financial Proposal against this RFP. The Proposal will be the basis for negotiating and ultimately signing the Contract with the selected Bidder.

The Bidders should familiarize themselves with the local conditions and take them into account in preparing their Proposals

Duration of Assignment

The bidder will need to complete the delivery at specified locations within 90 days from the date of signing of the agreement and training to the school staff within 15 days post installation of equipment and setting up the Skill Labs.

However, the quality of service provided by the Bidder and the performance of the Bidder shall be reviewed continuously and in case the performance is found unsatisfactory, the Bidder’s contract/ agreement can be terminated at NSDC’s discretion. If the project demands an extension and the performance is found satisfactory then the contract may be extended as required. In case there is a requirement for more Bidders for any reason, NSDC may procure services from more Bidders for similar purposes.

Scope of Work

Introduction: Skill Acquisition and Knowledge Awareness for Livelihood Promotion (Sankalp)

An initiative by the Ministry of Skill Development, facilitated by financial support from the World Bank. Its objective is the enhancement of both the qualitative and quantitative dimensions of short-term skill training.

This objective is pursued through the reinforcement of institutional structures, improvement of market linkages, and the deliberate inclusion of marginalized segments within society.

Establishment of Skill Labs at Jawahar Navodaya Vidyalaya (JNVs) and Eklavya Model Residential Schools (EMRS) for Delivery of Skilling Courses under SANKALP.

The project aims to enhance 400 JNVs and 200 EMRS across the nation, intending to establish them as model centers.

Bidders are required to supply equipment for skill labs at designated schools, ensuring quality, timely delivery, and installation. Responsibilities include adherence to standards, warranty provision, and documentation maintenance. Bidders must prioritize customer satisfaction by promptly addressing inquiries and issues. Fulfilling these duties supports the Sankalp initiative’s goal of enhancing skill training opportunities for marginalized communities.

Major activities of the Project:

  1. Product Supply:
    1. Provide equipment, tools, and materials as per the technical specification provided along with IT tracking tool for monitoring the progress for the establishment of skill labs at designated Jawahar Navodaya Vidyalayas (JNVs) and Eklavya Model Residential Schools (EMRS) across the nation.
    2. Ensure the availability of high-quality products that meet the specifications and requirements outlined in the procurement documents.
    3. Offer competitive pricing, taking into consideration factors such as quantity discounts, delivery charges, and warranty options.
  2. Quality Assurance:
    1. Implement stringent quality control measures to guarantee the reliability, durability, and safety of all supplied products.
    2. Adhere to industry standards and regulations relevant to the manufacturing, testing, and certification of equipment and materials.
  3. Compliance and Documentation:
    1. Ensure compliance with all applicable laws, regulations, and contractual requirements throughout the procurement process
    2. Maintain accurate records and documentation related to product specifications, pricing, delivery schedules, warranties, and other relevant information.
  4. Customer Satisfaction:
    1. Prioritize customer satisfaction by responding promptly to inquiries, resolving any issues or complaints in a timely manner, and fostering positive relationships with the procuring entity and end-users.
  5. Design and Sharing of Perquisites
    1. Skill Lab Design: Collaborate with educational institutions to design the layout and setup of skill labs, ensuring optimal utilization of space and resources.
    2. Customization: Tailor the design and equipment to meet the specific needs of each JNV and EMRS, considering factors such as available space, student capacity, and local industry requirements.
    3. Sharing Best Practices: Share best practices and design guidelines with stakeholders to ensure consistency and quality across all skill labs.
    4. Training and Support: Provide training to school staff on the proper use and maintenance of the equipment, ensuring sustainability and long-term functionality.
