RFP invited for Development and Maintenance of NSDC Portal

National Skill Development Corporation (NSDC), the client intends to select an Agency for NSDC Portal/ Website development and maintenance.

Scope of Work: Below is the Scope of Work for the Assignment. Please note that the below scope is indicative but not exhaustive.

Project Overview

    • The objective is to design and develop a modern, user-friendly, and responsive website for NSDC that reflects its mission, vision, and values while increasing user engagement and stickiness.

Personification: Refine the user experience by creating relatable, character-driven personas that resonate with users.

    • Develop unique character profiles for each persona, complete with names, backgrounds, motivations, and challenges.
    • Utilize personification in content and design to make the platform feel more engaging and tailored. For example, use friendly language and relatable scenarios in user prompts and
      tutorials.

Ensure that the website’s tone and style reflect the needs and expectations of each persona, creating a more personalized and inviting experience

Key Features and Functionalities

  • User Experience (UX) and User Interface (UI) Design
    • Conduct user research and create wireframes and prototypes.
    • Develop an intuitive, aesthetically pleasing design that aligns with NSDC branding guidelines.
    • Ensure mobile responsiveness and cross-browser compatibility.
  • Persona-Based Journey Mapping: Design personalized user journeys and content strategies that enhance engagement and conversion.
    • User Flow Design: Create detailed user flows for each persona, mapping out their interactions from awareness to post-purchase support.
    • Content Strategy: Develop targeted content that aligns with each stage of the journey, ensuring relevance and value to enhance user satisfaction and engagement
    • Key touchpoints on the website.
    • Specific needs and expectations at each stage of their journey.

The website will cater to three main personas:

  1. Beneficiaries (B2C)
    • Journey Stages: Awareness → Consideration → Enrollment → Feedback
      Description: Users seeking skill development opportunities. The journey focuses on helping them discover relevant training programs, understand benefits, and provide feedback post-enrolment.
  2. Trainers and Training Providers (B2B)
    • Journey Stages: Onboarding → Profile Setup → Course Creation → Promotion
      Description: Users who offer training services. The journey involves onboarding, setting up profiles, creating courses, and utilizing the platform for promotion and engagement with beneficiaries.
  3. Government Bodies (B2G)
    • Journey Stages: Engagement → Policy Implementation → Reporting
      Description: Users representing national and international bodies. The journey focuses on engaging with training initiatives, implementing policies, and reporting on training effectiveness

Content Management System (CMS): Implement a robust CMS (e.g., WordPress, Drupal) to enable NSDC staff to easily update content, manage pages, and handle multimedia.

Content Development:

  • Collaborate with NSDC to define website content strategy, including text, images, videos, and downloadable resources.
  • Provide content writing services for key sections as needed.

Technical Specifications

  • Platform: Web and mobile based application compatible with modern browsers.
  • Security: Implementation of security protocols (firewall, SSL), secure user authentication, and regular security audits.
  • Accessibility Compliance: Ensure the website complies with WCAG 2.1 accessibility standards to cater to users with disabilities
  • Hosting and Domain Management: Provide recommendations for hosting solutions, including security, performance, and scalability.
  • SEO Optimization: Implement SEO best practices to improve search engine visibility, including keyword research, metadata optimization, and site speed enhancements

AI-First Approaches: Integrate AI technologies to enhance personalization and streamline user experience. And provide users with access to AI-driven tools that enhance their experience on the platform.

  • Recommendation Systems: Provide personalized content and product recommendations based on user behavior and preferences.
  • Interactive Chatbots: Outline plans for AI-driven chatbots that provide real-time support, answer user inquiries, and guide users through the website.
  • AI Tool Kits: Develop toolkits that offer insights, analytics, and recommendations based on user interactions.

Duration of Assignment:
The duration of the assignment shall be

  • 5 months for NSDC Portal/Website development from the date of issuance of Purchase Order (PO)
  • 3 years of maintenance of the NSDC Portal/Website from the date of issuance of Purchase Order (PO)/date post the NSDC Portal/Website go-live

The performance of the Service Provider will be reviewed by NSDC at the end of each milestone. The quality of service provided by the Bidder and the performance of the Bidder shall be reviewed continuously and in case the performance is found unsatisfactory, the Bidder’s contract can be terminated at NSDC’s discretion in writing by giving 30 days’ notice to the bidder, The bidder in these 30 days will ensure that they share / transfer all the knowledge, deliverable, software, documents developed during the period for this project to NSDC or an agency appointed by NSDC
