National Skill Development Corporation (NSDC) seeks RFP proposals from qualified vendors to enhance its JobX portal by integrating advanced AI-driven technologies. JobX is a job matching and recruitment platform designed to connect job seekers with employers while supporting candidate upskilling. To meet the evolving needs of the job market, NSDC plans to implement AI and machine learning (ML) capabilities that will automate key recruitment tasks, provide personalized job and skill recommendations, and improve the overall efficiency of the platform.
Vendors are invited to submit proposals that address the project’s goals, functional and technical specifications. NSDC IT & Digital team explored the market and found that Microsoft has similar capabilities. To analyze the capabilities, team conducted Proof of Concept (PoC) as part of the JobX enhancement project. The PoC successfully demonstrated several critical features, including:
- Resume Upload and Analysis: Candidates were able to upload their resumes, which were then processed by an AI-driven analysis engine that matched skills with relevant job descriptions.
- Job Recommendation Engine: Based on the analysis of resumes, the system recommended suitable job openings in descending order of relevance. This provided a glimpse of how AI can optimize the job-matching process.
- User Interface (UI): A basic UI was developed to facilitate interactions between recruiters and candidates, allowing recruiters to upload job descriptions and candidates to upload resumes, demonstrating the full cycle of job matching.
The success of this PoC, detailed in Appendix 1, has provided the necessary validation for the scalability and potential of these AI-driven solutions.
Project Overview
The goal of this project is to upgrade NSDC’s JobX portal through AI-driven enhancements that streamline recruitment, job matching, and candidate upskilling processes. The solution must integrate advanced technologies that automate and optimize key processes, such as resume screening, job recommendations, and skill assessments.
The platform must enable:
- Recruiters to efficiently source, screen, and evaluate candidates using AI-powered tools.
- Job seekers to receive personalized job recommendations and suggestions for skill development.
- Both recruiters and candidates to access insights and recommendations that improve the recruitment and hiring experience.
Project Objectives
The main objectives of this project are:
- Automate Recruitment Processes: Leverage AI to automate tasks such as resume screening, candidate sourcing, and matching, allowing recruiters to focus on strategic hiring.
- Enhance Job Matching: Provide candidates with personalized job recommendations based on their profiles, skills, and experience, helping them find relevant job opportunities faster.
- Support Upskilling: Help candidates identify and fill skill gaps with AI-driven suggestions for training and certifications aligned with industry needs.
- Improve Recruiter Efficiency: Equip recruiters with smarter tools to create job descriptions, refine searches with keyword suggestions, and prioritize candidate profiles.

Expected Outcomes: The successful implementation of these enhancements will improve the platform’s functionality, providing job seekers with more seamless experience and employers with better tools to manage job postings and applications. This scope of work is designed to increase user satisfaction, reduce inefficiencies, and elevate the overall user experience on the platform
Duration of Assignment: Duration of Assignment The duration of assignment shall be 3 years (6 Months + 2year 6 months extension based on performance) from Letter/E-mail of Intent/ start of agreement (However PO will be issued on yearly basis based on the performance of Bidder). However, the quality of service provided by the Bidder and the performance of the Bidder shall be reviewed continuously and in case the performance is found unsatisfactory, the Bidder’s contract can be terminated at NSDC’s discretion in writing by giving 30 days’ notice to the bidder, The bidder in these 30 days will ensure that they share / transfer all the knowledge, deliverable, software, documents developed during the period for this project to NSDC or an agency appointed by NSDC
