REQUEST FOR PROPOSAL (RFP) for the consulting services for conducting Skill Gap Analysis and Scoping Study (Sector-wise and District-wise)

Chennai : Managing Director, Tamil Nadu Skill Development Corporation through RFP No. 4374/SDC1/2017 invites technical and financial proposals (under two cover system) from eligible Consultancy Firms for conducting “Skill Gap Analysis and Scoping study (Sector-wise and District-wise) for Tamil Nadu”

2. Participating Agencies must fulfill the following pre-requisites:

i. The consultancy/Agency must have been operating in India for at least 5 years. Proof of registration as a legal entity must be submitted.

ii. Average annual turnover of Consultancies/Agencies for the last three financial years should be equal to or greater than Rs.50 Lakh.

iii. The Consultancy / Agency should have experience of working with minimum 3 similar assignments (Skill Gap Analysis and Scoping Study at State / National / International level) in the last five years.

iv. The Consultancy / Agency must be assessed under Income Tax Act 1961.

v. Registered Firms / Consultancies / Agencies under Indian Partnership Act 1932 or registered companies under Companies Act 1956/2013 and registered NGOs under Society Registration Act 1860, are eligible to participate in this RFP. Consortium shall be allowed to participate in the bid, however, the prime bidder must have financial turnover of at least 60% of the turnover as mentioned in the RFP document. Government (Central & State) agencies may also apply if they fulfil above eligibility details.

3. The bidding documents may be downloaded free of cost from SkillReporter website (Click lines given in blue colour below) or the website www.tnskill.tn.gov.in.

4. Interested Agencies shall submit the RFP in the prescribed format up to 3:00 pm on 18.07.2018 to The Managing Director, Tamil Nadu Skill Development Corporation, Guindy, Chennai -32.

5. A pre-bid meeting is proposed on 10.07.2018 at 3:00 p.m.

6. The bids shall be submitted to the Office of the Managing Director, Tamil Nadu Skill Development Corporation in a sealed outer envelope, containing two separate envelopes along with documents as indicated below:

– Envelope 1: Technical Proposal containing technical proposal submission forms (Format 1 to 6) as mentioned in Annexure B, Earnest Money Deposit (EMD) / Bid Security (refundable) as prescribed in Annexure A & Checklist as per Annexure D.

– Envelope 2: Financial Proposal in the prescribed format as in Annexure C.

7. Proposals received without Earnest Money Deposit (EMD) / Bid Security will not be accepted and will be summarily rejected.

8. The last date for submitting the bids is 18.07.2018 up to 03:00 PM.

9. The duly filled bid in proper format should be submitted in person or sent by courier, registered / speed post etc., to The Managing Director , Tamil Nadu Skill Development Corporation, Guindy, Chennai -32. Each page of the proposal should be signed by the competent authority of the applicant.

10. All amendments, time extension, clarifications etc. will be uploaded on the website only and will not be published in newspapers. The bidders should regularly visit the website to keep themselves updated.
