NCVET recognized CITS and NCIC possessing candidates to be Short-Term Training trainers

National Council for Vocational Education and Training (NCVET), Ministry of Skill Development and Entrepreneurship, Government of India through its notification F.No. 22003/01/2019/NCVET/97  is directed to refer a letter dated 20.11.2019 received from NSDC and subsequent discussions with NSDC and DGT regarding the above mentioned (Recognition to candidates trained under CITS and possessing NCIC of one-year duration to become trainers under Short-Term Training (STT)) . In this regard, Directorate General of Training (DGT) and National Skill Development Corporation (NSDC) are advised to comply with the following:

The Crafts Instructor Training Scheme (CITS) is a one-year ToT program which includes components on training methodology, OJT (On-the-Job Training) and a module on QP/NOS (short-term training), apart from the specific domain skills. The candidates, who undertake Training of Trainers (ToT) under CITS and are awarded a NCIC certificate, are to be considered eligible for becoming a trainer in the Short-Term Training (STT) ecosystem.

While the NCIC certificate of one-year duration shall be considered as sufficient qualification for becoming a trainer in the STT ecosystem, relevant industry experience in the given trade/job role can be added as a desirable requirement while hiring of such candidates as trainers by Training Providers.

The validity of ToT certification in both long and short-term skill development ecosystem is not to be linkedin with validity of the Qualification / Job Role for which ToT is imparted. However, the trained candidates would be required to undergo a refresher training every 3-5 years given the ever-evolving training methodologies, qualifications and corresponding curriculum. The Awarding Bodies may devise mechanisms to conduct these refresher training. Further, in sector where there is rapid advancement in technology / processes in a particular sector / qualification in the interim period, efforts should be made to organize short-unskilling programs.

Candidates who already passed out from CITS ToT training without undergoing the module on QP/NOS (STT) may be given opportunity to be trained and assessed on this module for becoming eligible as trainers under STT.

NSDC and DGT are advised to convey the above decisions to all concerned entities in the short-term training and long term training ecosystem.
