The 14th edition of Global Skills Summit focuses on the theme “Building Skills. Empowering Youth. Creating Future.” The summit will bring together key stakeholders, including policymakers, TVET experts and industry, for deliberations and knowledge sharing on the current and future trends, providing a forum for facilitating partnerships and effective collaborations. Global Skills Summit has not only become a brand in the Indian skills market, but it is creating an ecosystem in the country where the best of minds interact to converge, aggregate, and share exceptional ideas for the Skill Development story in our country.

Education & Skills: Pillars for making India the Skill Capital of the World

The NEP 2020 has brought vocational and formal education closer than ever. Schools have started integrating hands-on skills along with the regular curriculum. The learners have started to understand the ever-increasing need for starting the vocational skills journey young. The stakeholders like parents, higher education institutions and schools have already begun the confluence to ensure that the young learners are equipped with future skills when they move out of the education system at any time in their lives.

The Academic Bank of Credits, the National Curriculum framework and the National Credit Framework are the guiding documents that will enable the transitions and provide the much-needed flexibility to the education and skills ecosystem.

The session will focus to address the following:
* Existing efforts being made to integrate formal education (school & higher) with vocational education
* Best practices & lessons learnt that have emerged during the last three years of the implementation of NEP 2020 which can be set as practices across the country for quicker and scalable model of implementation
* Way forward – are there any impediments, recommendations, or suggestions that when addresses can complement the efforts of the Ministry of Education and Ministry of Skill Development & Entrepreneurship.

Industry Driven High Quality Skilling: Imperative Roadmap

The Hon’ble Prime Minister has highlighted that “skilling, re-skilling and up-skilling are the mantras for the future workforce” and “India has the potential to become one of the largest providers of skilled workforce in the world”. The role and involvement of Industry is critical for bringing in speed and scale in the education and skilling initiatives of our country. To develop a learning ecosystem that is continuous and creates professionals of the future, it is vital that the industry is actively engaged with the education ecosystem. The relationship between Industry and Academia needs to be mutually beneficial and enriching. With increasing sunrise sectors (semiconductors, electric vehicles, biofuels, AI/ML to name a few) attracting huge investments in India there is a strong need to develop skilled workforce for such sectors who can be readily deployed.

The session will attempt to answer the following questions:
1. How can academia and government create value that attracts the industry?
2. How has the government facilitated the process of the identifying and setting up clusters of emerging sectors across the country?
3. Understanding the needs of the industry and enabling them to engage meaningfully with Academic institutions (schools, HE and Vocational Institutes)

Green Skills and Green Jobs

As the world today strives to transition to low carbon economic models, our education & skill training systems must support the sustainable transition toward green economies through lifelong learning approaches. Green skilling is recognized as important to align the capacities of individuals with systems change towards sustainability.

“An additional 8.4 million jobs could be created for young people aged 15-29 by 2030 as a result of the green transition.” ILO 2022 report

As the demand for sustainable solutions grows, TVET systems must find efficient ways to determine the new green qualifications and competencies that are needed, to adopt approaches to embed them into curricula, and to put these competencies into practice. These include conducting a specific mapping of professions in sectors relevant to the green economy, defining and constructing relevant course contents for schools, vocational training institutes, higher education institutions and professionals. The session will focus on:
1. Importance of developing the skills needed for inclusive and sustainable economies and how can businesses ensure gets inculcated in the workforce and also engage with institutions to promote it?
2. Identify skills for the transition to digital and green economies
3. How can we support TVET institutions in building skills that are green and future oriented?

Empowering TVET Leadership & Practitioners: Without co-operation, there is no development

Providing expanded access to high-quality Technical and Vocational Education and Training (TVET) opportunities, including expanded work-based learning, digital learning environments and promotion of green transitions are some of the very elements in augmenting the skilling landscape of our country. There is a need to focus on methods and strategies for building the capacity of TVET leaders and professionals of our country. The potential success of these change processes largely rests with the TVET leaders responsible for converting policy into practice. The session will focus on:
1. How to address the knowledge gap on system-level change by raising awareness and developing capacities that will empower TVET professionals to support the green / Industry 4.0 / Global Skills transitions
2. How do TVET leaders and practitioners support each other in better understanding of the market demands, business models, economic structures of the country?
3. How do ensure that they are able to co-construct systemic and social dialogues to foster entrepreneurial capacities and address the changing economic, social and developmental challenges.

Harmonisation of Skilling initiatives of various ministries in India

The absence of a single central nodal agency for formulation and release of skilling schemes has over the years created overlaps between ministries and confusion amongst the beneficiaries. Absence of a single point data base for the entire skilling ecosystem has been another challenge that has hampered the effectiveness and outcome of the skilling initiatives of the Indian Government. Today, multiple portals for various schemes like PMKVY 4.0 (MSDE) ; DDUGKY (MoRD) ; NULM (MoHUPA) ; Samarth Scheme (Ministry of Textile) ; PM Daksh (Ministry of Social Justice & Empowerment) ; Seekho Kamao (MoMA) and many more exist.

Many aspiring to be skilled get confused by so many schemes at different places. Hence, we all recognise that simplification and availability of all schemes at one place is important. The ecosystem is expected to work more efficiently if efforts are more synergised.

The session will deliberate on:
1. Importance and relevance of such multiple initiatives in current times
2. Need for comprehensive guidelines for all Skill Development Schemes on one platform
3. Role of other stakeholders, policies or regulatory compliances to create harmony between these schemes
