CxO Conclave 2023 by JSLPS

Jharkhand State livelihood Promotion Society (JSLPS) is the nodal agency for the department of Rural Development, Government of Jharkhand, for effective implementation of livelihood promotion in the state. JSLPS is implementing Deendayal Antyodaya Yojna-National Rural Livelihoods Mission (DAY-NRLM) and Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) in the state of Jharkhand.

In line with its mandate JSLPS is going to organize a Conclave in Tamil Nadu with an objective to take the skilling eco-system of the State to the next level.

The conclave would deliberate upon industry requirement of current & future skills, explore placement opportunities, retention challenges and to find out appropriate skilling modules which would ensure better livelihoods for the rural youth. We expect the outcome of the CxO conclave would not only enhance the better livelihood options for the rural youth of Jharkhand but also facilitate the industry to get the quality manpower they are looking for. I am confident that, in this event, we will jointly address all the above listed points, set priorities, and strategize to create the best skill ecosystem in Jharkhand.

There has been a global shift in the workforce with a range of jobs coming up and traditional employment giving way to these. The Fourth Industrial Revolution is giving way to the modern technology transforming the skills sector. The skills relevant at present are likely to be redundant in the coming future and hence, upskilling is the need of the hour.
The current workforce in the country is not prepared to deal with these changes with more than half of the prospective professionals failing to meet the employability requirements. Talent shortage of 29 million by 2030 is anticipated by The International Labour Organization. This gap will affect a lot of industries and businesses and the country will face acute shortage of skilled manpower. This session will deliberate on the emerging trends in the industry, the requirements and how the skilling landscape is being affected by it and is evolving based on the current demands.

12:45 – 01:30 PM Panel Discussion II- Upskilling and Reskilling: Strategies for Effective Skill Development
With the changing workforce scenario and rise in automation and Al, there will be about 133 million new roles as per World Economic Forum. These job roles would require new sets of knowledge and skills, thus bringing forth the need for upskilling and reskilling.
Upskilling means helping and teaching the employees ‘new skills’ and develop new competencies to close the talent gaps and equip them to perform better in their current roles. Reskilling is about switching roles and promoting lateral learning to help people move onto new job roles within the organization.
These two new strategies must be adopted for developing new competencies and in this session, the panelists will be discussing about the adoption of these strategies for skill development in the evolving job scenarios and in-demand skills.

02:30 – 3:15 PM Panel Discussion III- The Role of Government in Promoting Skill Development and Workforce Readiness
Skilling sector is constantly growing and in the coming years, it has become imperative to lay emphasis on the nation-wide programs for skill building. According to the World Trade Organization, the GDP level of India can increase by 305% by 2035 if the focus in on skill development and training as out of the youth entering the workforce every year, more than 70% are not job ready. With the new job roles, this gap is going to widen if the strong measures to bridge the skill gaps re not undertaken. To enhance the employability of its youth, empower them and provide them with a safe future, it is necessary that education and skill development go hand in hand.
The government has a vital role to play and, in this session, the panelists will deliberate upon some of the measures which can be undertaken by the government to promote skill development in terms of: policy interventions, infrastructure developments, industry linkages, demand creation for skilling, improving participation of private sector in skilling and strong and robust M&E mechanisms for informed decision making.

03:15 – 04:00 PM Panel Discussion IV – “Bridging the Skills Gap: Strategies to improve placement & retention
The Skill India Mission has led to the provision of trained workforce for the country by preparing the youngsters through training. However, in the face of changing and evolving new roles, it is imperative that skill development needs to be aligned with new technologies such as Al, machine learning, advance biosciences etc. to build a future ready workforce. The gig economy, demographic and social shifts are together defining a ‘future of work’ affecting the companies, workers and supply chains. There need to be catering to industry demand and include not only technical know-how but also must include soft skills, behaviors, mindset trainings and digital literacy that enables the youth to be more agile, receptive and resilient.
This can be done through mentoring, coaching, adopting hybrid models, promoting apprenticeships and developing industry linkages as it will not only enhance learning but will also promote retention and employee engagement. The other strategy could be to improve women participation in the non-traditional roles and promote STEM education to ensure that the industry requirements of trained workforce to work in different shifts are met. In this session, the panelists will dwell upon the strategies to improve placement and retention and methods to bridge the existing skill gaps.
