Important Notification : DGT recognized as an Awarding Body and Assessment Body by National Council for Vocational Education and Training

New Delhi : The Gazette Notification dated Dec 05,2018 – SD-17/113/2017-E&PW for setting up the National Council for Vocational Education and Training, lays down that, ” the National Council for Vocational Education and Training constituted under paragraph 2 will subsume the existing National Council for Vocational Training (NCVT) and the National Skill Development Agency (NSDA)”.

Paragraph 2 under chapter 7 of the notification provides that ‘…the National Council for Vocational Education and Training shall continue to perform their respective functions, under the National Council for Vocational Education and Training for not more than 180 days, from the constitution of the Council…,.

Since the NCVET was operationalized on 4th December 2019, for smooth transition of DGT ecosystem, vide Office Order F.No. 32001/14/2020/NCVET/234 following decisions are taken by NCVET, with immediate effect:

i. The definitions for terms such as awarding body, assessment body, long term training, short term training will be defined as per the above Gazette notification.
ii. All references and mechanisms relating to NCVT in DGT guidelines and procedures to be looked into for suitable replacement.
iii. DGT is recognized as a sole ‘Awarding Body’ and a sole ‘Assessment Body’ for long term training and training of trainers in ITIs and NSTIs / IToTs with respect to all qualifications created by DGT and approved by NCVET for the purpose.
iv. DGT is recognized as an ‘Awarding Body’ and as ‘Assessment Body’ for short term training and ToTs in training bodies that are accredited by it with respect to its NSQF aligned qualifications.
v. DGT will continue to use its own guidelines and norms for carrying out awarding and assessment fucntions till NCVET issues its own guidelines.
vi. DGT will formulate its own guidelines for accreditation process and norms for training bodies in conformity with the requirement of qualifications for long term training, training of trainers and short term training and inform the NCVET along with any changes that may occur in future.
vii. DGT will accredit training bodies for imparting long-term vocational training, training of trainers, short-term training, apprenticeship training and/or recognition of prior learning as per the accreditation norms.
viii. DGT, as per curriculum set by itself, lay down standards of proficiency for a pass in examination and award certificate to trainees who have been trained in an accredited training body and examined and passed with respect to an affiliated qualification or skill;

Provided that such a certificate shall be in a form as approved by the NCVET. This will be implemented from the next academic year (August 2020). Additionally, for students enrolled earlier, including those appearing for supplementary, the old certificate format will continue to be valid.

ix. DGT will conduct assessments for approved qualifications and develop methods, framework and tools for assessing a qualification or skill. DGT will monitor the functioning of its accredited/affiliated training bodies as per the conditions of accreditation.
x. DGT will set up two separate systems of greviance redressal for the purpose of affiliation and assessments.
xi. DGT will have rights and obligations of Awarding Bodies and Assessment Body as per the above notification.
xii. Section 21(i) of the Apprentices Act, 1961 lays down that ‘every trade apprentice who has completed the period of training shall appear for a test to be conducted by the National Council to determine his proficiency in the designated trade in which he has undergone his apprenticeship training’. In terms of provisions under Paragraph 1(vii) of the notification, DGT will continue to exercise the powers under Sections 21 of the Apprentices Act, 1961, on behalf of NCVET, for holding tests, monitoring and implementation of Apprenticeship Training Scheme for the Trade and Vocational apprentices.
xiii. The DGT guidelines/norms/processes will be in conformity with the NCVET guidelines.
xiv. DGT will share relevant information with NCVET on regular intervals, as required by NCVET.
xv. DGT will comply with any changes brought about by NCVET from time to time.
