The National Council for Vocational Education and Training (NCVET) under Ministry of Skill Development and Entrepreneurship notified by Government of India on 5th December, 2018, has been established as an
overarching regulatory body for the skilling ecosystem, by subsuming the functions of National Skill Development Agency (NSDA) and the National Council for Vocational Training (NCVT).
The primary functions of NCVET includes recognition and regulation of entities engaged in the skilling ecosystem like the awarding bodies, assessment agencies, vocational training institutes and skill related information providers; approval of qualificationsdeveloped by awarding bodies (Sector Skill Councils
(SSCs), SSDMs etc); research and information dissemination; grievance redressal.
The National Skill Qualifications Framework (NSQF) was notified vide gazette notification dated 27th December 2013 with the objective of providing a holistic framework for establishing the standards in Qualification development based on outcomes in learning. NCVET is mandatedto anchor and operationalize the NSQF and allied quality assurance mechanisms for synergizing skill initiatives in the country. National Skills Qualification Framework (NSQF) is a competency based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded from one to ten, are defined in terms of learning outcomes which the learner must possess regardless of whether they are obtained through formal, non-formal or informal learning. The qualifications submitted by Awarding Bodies like the SSCs for alignment to NSQF, are scrutinized by the NCVET as per the Standard Operating Procedure and thereafter they are presentedbefore a Committee, the National Skills Qualification Committee (NSQC)which comprises of members from Ministries, NCVET, NSDC,DGT, States and Industry Associations, for approval. Presently there are more than 4430 approved qualifications in 52 Sectors as classified by NCO on the NQR (National Qualification Register).
For skilling to be successful, its essential to ensure its relevance. Accordingly, it is important to ensure that the qualification files incorporate all the necessary information during NSQF alignment process, to ensure that (i) it imparts the required competencies to the learner; (ii) meets the requirement of the industry in terms of competencies; (iii) and has demand in the market i.e. there is industry demand for it.
In order to ensure that the QF (Qualification File)adequately meets the above parameters, a stakeholder consultation is held by involving the Industry sector experts. In order to make the exercise more robust, it is proposed to set up Sectoral Committees comprising of industry representatives, subject matter experts, academicianswith expertise in the sector concerned and other experts as found necessary. This will be a step forward in ensuring quality training to the learners and will be mutually beneficial for both the industry and the trainees.

NCVET solicits assistance for engagement from the Sector Experts (Industry representatives, Subject matter experts, Academicians with expertise in the sector, other experts) who shall be a part of the Sectoral Committees and engage in experience cum knowledge sharing exercise to improve the Qualification approval process in a substantial manner.
The Sector Experts partnering with the National Skills Regulator i.e. NCVET, on pro bono basis, will get an opportunity to play a prominent role in the Skill India Mission and in turn economic development leading to nation building. This partnership will be a step to initiate progressive change in the macro perspectives of skilling in the country with avenues to contribute with the experience that the experts will carry. The association will serve as a win-win situation for both in terms of learning, knowledge sharing, institutional growth, improved efficiency etc.The association with the National Skills Regulator i.e. NCVET will give a platform to the experts to interact with change agents who are experienced stakeholders from the Industry and Academia to build strong institutional knowledge in the areas of qualification development, curriculum development and creation of NOS for Industry led Job roles.
National Council of Vocational Education and Training (NCVET), the unified National Skills Regulator is looking to empanel “Subject Matter Experts” (individuals from Industries, Academicians with expertise in the sector, other experts) for providing technical support to NCVET in examination of various aspects of qualifications; and for identifying emerging occupations and technologies in the sector. The engagement will be on probono basis.
