Recently, National Skill Development Corporation (NSDC) has released the Mandate along with vital points for training under the prestigious PM Vishwakarma Scheme. The PM Vishwakarma Scheme, aimed at empowering the youth with essential skills for the future, is a flagship initiative of the government. In line with this vision, NSDC has provided a comprehensive set of guidelines and considerations to ensure the effective implementation of training programs.
All the Training centers are supposed to follow the mandate for conducting training under PM Vishwakarma Scheme:
- Branding: Branding at all the centers is utmost important and collaterals on the same has been shared. They need to be installed near the center, at the entry, in the classroom, along with the timetable, lab area, corridors, etc. as per the shared guidelines.
- Toolkit for the Training Center: Every training center should have 3 sets of complete toolkits for their opted trade. The training centers cannot initiate the training in absence of the toolkit of their respective trade.
- Continuous Training: The training under PM Vishwakarma scheme is a consecutive activity and is to be conducted in series from Day 0 to Day 6 without any scope for break. The assessments are supposed to be conducted on Day 0 as well as on Day 6.
- Inviting Banking official for Day 5: Banking official should be invited and pre informed to visit and take a session on Day 5 of the Basic Skilling training.
- Training of the Trainers (ToT): It is mandatory for the trainer of your center to be ToT certified under the PM Vishwakarma Scheme. The trainer can be nominated through the shared Clappia form link.
- Remuneration of the Trainers cum assessors: The remuneration for the trainer is Rs. 1500 per day for conducting the training under the PM Vishwakarma scheme. Further, the TC will need to give an amount of RS. 2000 if their trainer is visiting a different center for assessment.
- Attendance: Attendance needs to be marked from Day 1 to Day 5 (Basic skilling training) through AEBAS registration.
- Toolkit for candidates: All the centers are required to get the candidates to opt the available toolkit option (as per their trade) on the MSME portal. The steps as per the manual are shared in the given below link.
- Taking interest for Advanced training: The center is required to take the interest of the candidate for advanced training.
- CAPEX utilization: An advance amount of Rs. 1,50,000 per trade is allocated to undertake activities like branding, procuring/installing Aadhaar Enabled Biometric Attendance System (AEBAS) device, lab infrastructure requirements for the trade, payment to the trainer, preparatory activities such as room maintenance, furniture procurement, training centre branding, and other necessary repairs and overall preparation of the Training Centre to initiate the training. Note that this advance amount will be adjusted from the payout decided as per the common cost norms.

NSDC urges centres to kindly ensure everything is in place and the centres shall share the training dates with their respective state’s RDSDE officer and NSDC state official. It has been stated “You may reach out to your respective RDSDEs and respective State Engagement officer for any queries.”
