National Skill Development Corporation (NSDC) is a Public Private Partnership firm set up by the Ministry of Finance, under Section 25 of the Companies Act 1956 (corresponding to Section 8 of The Companies Act, 2013). It has an equity base of ₹10 Crore, of which the Government of India holds 49%, while the private sector has the balance 51%. It aims to promote skill development by catalyzing the creation of large, high-quality vocational institutions. NSDC functions as the implementation arm of the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India and the relationship is governed by the Investment Management Agreement.

Further, the organisation provides funding to build scalable and profitable vocational training initiatives. Its mandate is also to enable support system which focuses on quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It also develops appropriate models to enhance, support and coordinate private sector initiatives.

Purpose and Scope of Position:
The position seeks to hire a professional with an experience of working in Government programs and policies. He/She is expected to have worked in India and abroad on labor markets, employment generation, skills development, strategy & implementation of Government social welfare programs. As a part of the senior management at NSDC, the Chief Program Officer is intended to understand the economic & commercial aspects of the “skills market” in India and abroad (especially UAE, Malaysia). In addition, the CPO is expected to coordinate across many government programs supported by NSDC (PMKVY, NAPS, Udaan, PMKK), ensuring that they leverage the strengthens of each other and learn from experience of each. The CPO will be in-charge of monitoring of all government programs supported by NSDC, with specific focus on outcome – employability.
The Chief Program Officer is expected to provide policy and implementation support in the skill development & entrepreneurship sector, with a focus on financial analysis, monitoring and evaluation, public-private partnerships, and sector reform. The incumbent will work closely with various Ministries of Government of India as well as with State Governments and provide cross-support to other state programs and therefore is expected to understand how grassroots organizations and government institutions function. He/she must be experienced in working at sub division/block level in India.
Duties and Accountability:
- Coordinate across government programs, monitoring their performance and ensuring cross-learning
- Analyse program performance & document results
- Understand the environmental drivers, identify opportunities and generate new ideas and provide new insights based on program/project context
- Enable the formation of strong relationships with internal & external stake holders
- Understand the key drivers affecting the project/program performance and work towards controlling such drivers
- Create an enabling environment where people can effectively work together to meet project and organizational goals
- Lead & present the programs performance report to internal and external stake holders
- Communicate clear directions and set expectations with the operations team, internal & external stake holders
Selection Criteria:
Eligibility Criteria:
- A Post Graduate degree(s) in science, humanities or business administration from a recognized academic institution.
- Minimum of 15 years of experience working on government programs & policy in India & abroad ( especially UAE, Malaysia, Singapore)
- Strong experience in working in labor markets, employment, skill development and government social welfare programs. A sound understanding of economic & commercial practices of the “Skills Market” would be desirable.

- Strong analytical skills and problem-solving ability; appreciation of methodological rigor
- Effective verbal and written communication skills; ability to think and write clearly and to focus on key issues;
- High level of office information technology skills; ability and willingness to travel extensively.
- Ability to understand how Government & grassroots organizations work and experience of working at the Sub division/block level in India
- Proven ability to work effectively in teams, to support broader strategic goals above individual interests and subsume personal goals for those of colleagues when necessary.
