NSDC invites RFP from Training Provider to implement Plumber Skill Development Programme

National Skill Development Corporation (NSDC), the “client” intends for “Empanelment of Skill Training Provider to implement Plumber Skill Development Programme” (hereinafter called “Bidders”).

The Bidders with whom this RFP is shared, are invited to submit a Technical Proposal and a Financial Proposal (as required) against this RFP. The Proposal will be the basis for negotiating and ultimately signing the Contract with the selected Bidder. The Bidders should familiarize themselves with the local conditions and take them into account in preparing their Proposals.

About the Proposed Project

The objective of the Department of Panchayati Raj, Govt. of Bihar, is to endow the panchayats with such powers and authority as may be necessary to enable them to function as vibrant units of local self-government and be converted into empowered, inclusive, transparent, and accountable entities. There are more than 30,000 plumbers who are working in Bihar. For the upgradation of their Skills, Department of Panchayati Raj Department, Govt of Bihar has approached NSDC for necessary support in conducting the training under Recognition of Prior Learning (RPL) & Bridge Programme. In the first phase, department has decided to impart training to 9500 plumbers in the State.

Scope of Work

  1. The selected agency(ies) will have to undertake the assignment as and when allotted by NSDC.
  2. Conducting Impact assessment studies/Tracer studies on skill-based training
  3. Getting all statutory clearances from the concerned authority.
  4. Setting up necessary infrastructure at the training centers along with all the required lab equipment for practical training.
  5. Delivery of theory, practical, and tutorial for the courses as per Qualification Packs (QPs).
  6. To arrange TOT-certified trainers in the required Qualification Packs/ Job Roles.
  7. To collect all required documents from the mobilized candidates as per the programme guidelines and maintain the database of the trainees.
  8. Registration of candidates, attendance, including uploading documents on SIP.
  9. Payment of Assessment Fee to third party
  10. Branding of Training Center as per the scheme requirement.
  11. The selected agency should identify& set up Training/ Skill Centers / as per requirement in other districts/ locations and maintain them at their own cost.
  12. The Agency shall be responsible for the coordination of all aspects of the training including centre readiness, quality of training delivery, assessment and certification, and outcomes required from the training.
  13. All records including but not limited to those pertaining to attendance, class progress, assessment, certification, and training outcomes must be maintained.

Duration of Assignment: The duration of assignment will be 02 years from the date of signing of contract by both the parties.
