New Delhi : The National Skill Development Corporation (NSDC) is a one-of-its-kind, Public Private Partnership (PPP) model in India, under the Ministry of Skill Development & Entrepreneurship (MSDE). It aims to promote skill development by catalyzing creation of large, quality and for-profit vocational institutions. A not-for-profit company set up by the Ministry of Finance, under Section 25 of the Companies Act.
NSDC provides funding to build scalable and profitable vocational training initiatives. Its mandate is also to enable support system which focuses on quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It will also develop appropriate models to enhance, support and coordinate private sector initiatives.
Background -TITP
With a view to promoting partnership in skill development, and to strengthen mutual interest through cooperation between the two countries – India and Japan, the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India and the Ministry of Justice, the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare, Government of Japan, signed a Memorandum of Cooperation (MOC) on the Technical Internship Training Program (TITP).
TITP is aimed at accepting young and middle-aged workers from various countries and fostering talented individuals who can contribute to the development of industries in their countries through the transfer of Japanese industrial and vocational skills, techniques and knowledge. Trained individuals from India will be sent to Japan for on-the-job training for a specific period, for a maximum period of up to 5 years under the program. TITP will be executed within the scope of the laws and regulations in India and Japan.
The National Skill Development Cooperation (NSDC) has been appointed by MSDE as the Implementing and Monitoring Agency in India for overseeing the execution of TITP through Sending Organizations.
Key Responsibilities:
- End-to-end project coordination, execution and monitoring of the Program in India. This will include stakeholder management with MSDE, Embassy of Japan in India, Embassy of India in Japan, Sending Organizations in India, Organization of Technical Intern Training (OTIT), Supervising/Implementing Organizations in Japan, Technical Intern Trainees (TITs) etc.
- Develop a detailed project plan to track progress, ensure that processes are implemented in a time bound manner, give timely reports to the Department Head.
- Assist in conducting reviews of Sending Organizations, analyse information towards undertaking timely corrective measures to ensure project is implemented as per the agreed timelines and quality standards.
- Periodic reporting to all stakeholders involved in India and Japan – MSDE, Sending Organizations, OTIT, Supervising/Implementing Organizations in India and Japan.
- Measure project performance using appropriate systems, tools and techniques.
- Create and maintain comprehensive project documentation, ensure that all documentation work pertaining to India and Japan are error free and dated.
Qualification & Experience : MBA from a premier institute with 8-12 years of experience
Essentials:
- At least 6 years of proven experience in coordination and execution of large projects / Schemes related to Skill Development or Education Sector.
- Experience of working on International Projects / Global Organisations / Government Projects will be an added advantage.
- Excellent written and verbal communication skills.
- Excellent presentation skills.
- Excellent analytical and problem solving skills.
- Strong organizational skills including attention to detail and multi-tasking skills.
- Ability to work in a fast-paced and dynamic environment with strict timelines.
- Should be willing to travel as and when required within and outside India.
