Government forms committee to train 1.25 lakh youth under Himayat scheme

New Delhi : The government has formed an eight-member committee to evaluate the proposal of project implementing agencies to train 1.25 lakh youth under the Himayat scheme. The committee would be headed by Financial Commissioner, Health and Medical Education department.

The Himayat scheme was launched by Jammu Kashmir government in 2016. The scheme is a training-cum-placement programme for school and college dropouts, especially the ones who belong to poor families. Under the scheme, youth are provided short-term training for at least three months in a range of skills for which there is good market demand. The Ministry of Rural Development (MoRD) implements Himayat as 100 percent Government of India-assisted scheme to facilitate placement and training of J&K youth. The scheme would expire in 2020.

The eight-member committee is mandated to evaluate the proposals of the project implementing agencies and to approve the proposals of project implementing agencies, allot targets, set areas of operation and set the project framework for implementation of Scheme as per Deen Dayal Upadhya-Grameen Kaushalya Yojana (DDU-GKY) guidelines.

As a part of scheme, an expert group has been authorized to report to the Prime Minister on the identification of sectoral initiatives for the growth and employment generation and to increase the employability of youth by developing their existing skill sets.

This expert group has suggested various initiatives, which includes skill empowerment and employment in Jammu and Kashmir, popularly known as Himayat programme.

The other members in the committee include administrative secretary, Industries and Commerce department, Administrative Secretary Labour and Employment scheme, Administrative Secretary Department of Rural Development, Chief Executive Officer Deen Dayal Upadhya-Grameen Kaushalya Yojana, representative of the Finance department, representative from Government of India’s technical support agency.
