Government made ‘Certified Vocational Instructor’ course mandatory for all in-service instructors & trainers

Jammu : After the Director General of Training, Union Ministry of Skill Development and Entrepreneurship, had expressed concern over the lack of qualified instructors in most of the Industrial Training Institutes (ITIs) in the state, the Directorate of Technical Education, J&K, has made certified vocational instructors’ course mandatory for all in-service vocational instructors and trainers.

Sources said the ministry had observed that the trainees pursuing trades and courses in the government ITIs were suffering due to lack of qualified instructors. They said the ministry had issued several reminders to the Directorate of Technical Education, J&K, to enhance the skills of the vocational instructors but in vain.
After other states took the initiative to enhance the skills of ITIs trainers, the Directorate of Technical Education had asked all heads of the institutes (both government and private) to adhere to the instructions issued by Director General of Training in letter and spirit.

The sources said in order to have certified vocational instructors in the ITIs, the ministry had introduced recognition of prior learning under the Craft Instructors Training Scheme to enhance the availability of relevant trainers for the trades and courses being offered by the ITIs.

The Directorate of Technical Education had instructed all heads of institutes to inform all in-service trainers and instructors to register at the National Skill Training Institute.

After the registration, the trainers and vocational instructors had appeared in the All India Trade Test to obtain the National Craft Instructor Certificate.

The Directorate had observed that there would be 25 per cent reduction in the seats per unit in the ITIs for the academic session August 2019 and 50 per cent reduction in seats for the August 2020 session if the ITIs did not have vocational instructors trained under the Craft Instructors Training Scheme.
