NSDC invites Request for Proposals (RFP) for setting up of Pradhan Mantri Kaushal Kendra (PMKK)

New Delhi : Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) has initiated the establishment of state of the art, visible and aspirational model training centres in every district of India. These model training centres are referred to as “Pradhan Mantri Kaushal Kendra” (PMKK).

PMKK is MSDE’s initiative towards creation of standardized infrastructure for delivery of skill development training which are equipped to run industry-driven courses of high quality with focus on employability.

National Skill Development Corporation (NSDC), a Public Private Partnership, under the MSDE is the implementation agency for this mandate and is facilitating set-up of PMKKs. NSDC has conducted three rounds of Request for Proposals process earlier within which 545 PMKKs covering 503 districts/ 416 Parliamentary Constituencies (PCs) have been allocated to 34 training providers (TPs) for establishment of PMKK.

NSDC is inviting proposals for establishing 166 PMKKs across India.

Category of Proposals
In order to leverage on the existing infrastructure created for skill development training, the proposals are invited from Applicants
in the below order:
Category 1: Proposals are invited from TP operated PMKVY centre accredited on SMART with 4 star and 5 star status, or NSDC partners operating fee based training centres, in the remaining districts/PCs.
Following conditions are applicable :

  • The proposal will have to be submitted basis the centre operated by the entity in the district/PC.
  • Such centres shall be required to comply with PMKK guidelines in terms of Branding, Infrastructure and job roles.
  • No loan shall be provided for up gradation of such centres to PMKK and these shall be treated at par with non-funded PMKKs.
  • PMKVY Centres with 5 star rating on SMART portal shall be prioritized over PMKVY centres with 4 star rating on SMART portal or centres of NSDC partners operating fee based courses. Centres with 4 star rating on SMART portal shall be prioritized over centres of NSDC partners operating fee based courses.

 

Category 2: The Applicant shall be required to apply for a minimum of 5 PMKKs basis the PMKK guidelines and terms of the RFP document. Under this category, Applicant shall not be allowed to submit proposals for imparting training in list of 19 courses (refer document)

Preference shall be provided to category 1 applications and basis evaluation, list of remaining locations shall be updated for category 2 applicants as per defined timeline.

Last date of submission is 26th September 2017 for Category 1 and 24th October 2017 for Category 2.
