Rural Skill Division, Department of Rural Development under Ministry of Rural Development, Government of India in its F. No. J-17060/6/2014 Aajeevika Skills-Part (3) Notification No. 19/2020 states that
The mobilization, counselling and tracking of beneficiaries is very crucial for placement linked skill development under DDU-GKY. In order to undertake these activities, DDU GKY Guidelines provides support cost of Rs. 3.5 Lakh per block per annum for deploying resources at Block level and below and also allows 1.5% of project cost under IEC funding. The objective of involving Gram Rozgar Sevaks (GRS) / Community Resource Person (CRP) / Job Resource Person (JRP) in the Skill Development Programme under DDU-GKY is to mobilize, counsel and track the rural youth through the resource persons belonging to the same affinal group / area to utilize their familiarity with the youth and their family.
SRLM / State Nodal Skills Mission are being advised to identify and deploy suitable resources for the purpose mentioned above. The revised incentives for CRPs / JRPs / GRSs is given below. These resource persons may be given incentives up-to Rs. 1000/- per candidate.

1. For Beneficiary identification, creation of unemployed youth database, counselling of beneficiary and parents, submission of bio-data of prospective beneficiary to block office for uploading in website and facilitating beneficiary enrollment in a DDU-GKY project and batch freezing after a beneficiary joins a training course in a DDU-GKY project – Rupees 250/-
2. Completion of On-Job Training by a beneficiary under a DDU-GKY project – Rupees 150/-
3. Facilitating PIAs for tracking a beneficiary at least for 3 months (at village level) after placement – Rupees 250/-
4. Facilitating PIA for tracking candidate after 1 year (at village level) after placement – Rupees 350/-
These are indicative norms only and States / UTs may adopt / modify them as per their local circumstances. However, this expenditure should be as per the total allocation under block cost and IEC mentioned in Para 1.
