Bidders are requested to keep following points in mind while preparing and submitting the proposals under RFE-22
- Only the organization registered as society, company, partnership firm or trust are eligible to apply either individually or as partners of consortium. No other entities are eligible to submit the proposal.
- The authorization letter in favour of the signatory should be on the letter head of the applicant organization with attestation of signatures of the proposed signatory by the competent authority of the organization.
- The consortium agreement should clearly illustrate the resposibilities of both the partners of consortium. A draft of the consortium agreement is uploaded on the portal and may be utilized by the intended bidders.

- The certificate of the CA with respect to the organization having positive networth in last three financial years excluding the year of submission of proposal is necessary apart from the balance sheet of the concern financials. In case of FY 2002-21 the CA certificate with respect to the above should be for the years 2017-18, 2018-19 and 2019-20.
- In case of govt. polytechnics bidding against the RFE-22, the training capacity with regard to trained and placed candidates would include the training provided by them at their institutions under govt. approved courses. However for the other bidders that are not polytechnics or govt. approved training institutions, the provisions under para-13.3 & 4 would remain the same. The proposals of the Polytechnic and govt. training institutions should indicate clearly that they have provided long duration training in their institutions in govt. approved programs of more than 100 hours duration in the sectors duly approved by the concern authorities of the central or state govt. in TECH 4B – Technical Capability Format.
- The bidders are to ensure that all the formats from Annexure-A to Annexure F as appended with the RFE-22 are duly filled and attached with the proposals.
- The Districts name and the job courses which the bidders wish to provide training in may be indicated in Annexure-E but they may be changed by the UPSDM subject to the architecture of the schemes and requirements of the districts.
- The bidders should attach the copy of the registration certificate issued by the competent authority of their organizations.
- The placement of the candidates would be defined as per the elaboration under common norms. (Click Here for concerned provisions).
