Dimapur : Three-day Atal mission for rejuvenation and urban transformation (AMRUT) training programme for municipal officials got underway on May 24, at the Conference Hall, Department of Urban Development. The programme is being organised by Department of Urban Development, in collaboration with Regional Centre for Urban and Environmental Studies, Osmania University, Hyderabad.
Secretary of Urban Development, Mhotsuthung Lotha, NCS in his inaugural speech called on the need to focus on skill development, capacity building and human resource development for progress. Pointing that many foreign investors are willing to invest in various sectors in the country, he lamented the lack of capacity building and human resource, which are hindering the efforts to attract them to invest in the state.
Earlier, awareness on programmes were imparted at the level of implementing agency or authority, but now the entire scenario is changing to mass participation, he said. Calling the trainees as the agents for propagation of the programmes in their respective areas and circles, he urged them put sincere efforts to skill, equip and build capacity of the people for success of the programme.
He also lamented the loopholes existing in the selection of the beneficiaries, and called for creating a system, to identify the needy core beneficiaries for any scheme.
The inaugural programme was chaired by Director of RCUES, Hyderabad, Prof. Y. Pardhasaradhi and Director of Urban Development delivered the welcome address.
Highlights of the three days training will include orientation on issues including urban reforms: challenges: Significance of leadership, introduction to AMRUT mission, components and process, preparation and updation of SLIP’S and SAAP’S, service level benchmarks, reform oriented projects; E-Governance best practices: Strategies, accountability and transparency; Urban infrastructure projects: Water, sewerage: Context of AMRUT; PPP Model of Parks; PPP: Significance and potential: Pilot projects of PPP; Stakeholder participation: Opportunities for convergence with other schemes and missions; Best practices of Solid Waste Management: Preparation of DPR: Components: AMRUT; and Financing options for Urban Development; concept of CSR and strategies to mobilize funds.
