Notification : Bihar Skill Development Mission released Process for “Domain Skilling Skill Development Center Registration”

This has a reference to the DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION 2018 process on Bihar Skill Development Mission (BSDM) portal. At the onset we would like to invite you for being a part of the skilling ecosystem in Bihar.

SKILL DEVELOPMENT CENTER REGISTRATION 2018 Process Conditions

• The DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION 2018 process is due to commence on the 17th of July, 2018. The last date for entering into the registration process will be 3rd September, 2018.
• The DOMAIN SKILLING SKILL DEVELOPMENT CENTER REGISTRATION 2018 process is a restricted registration process opened for a specific set of Courses and Districts/Blocks/Urban Local Bodies (ULB). The course-wise and location wise SDC requirement list is attached as Annexure 1 for your reference.
• Any application made outside the designated courses or locations (District/Block/ULB) shall not be entertained by BSDM and will be liable for rejection straightaway. If any declared combination of course and location is not matching any of the combinations stated in the Annexure 1 then that application will be rejected.
• As a measure for enhanced scrutiny the registration process will have an additional step upfront to declare the course and location to be chosen. Post this declaration BSDM will approve or reject the application in view of the prescribed norms and requirement. Only if approved will the applicant be able to continue under the registration process.
• As an additional awareness measure a course – location wise openings dashboard (dynamic data display) will be provided on BSDMs website. All applicants are advised to check the opening / availability before applying and preferably apply for combinations that do not already have equal to or more than the requisite applications made as BSDM may choose to use First-Come-First-Serve (FCFS) or any such similar algorithm to decide in case of multiple applications being made against one course-location combination.
• All applicants while choosing location need to make sure that they declare the location specifically as the concerned ULB as opposed to just choosing the related block if their chosen centre is inside the boundaries of one of the Urban Local Body (ULB). If found otherwise during the physical verifications the application will be rejected.
• BSDM would like to notify that selection post the course-location declaration process does not guarantee on-boarding or eventual empanelment under the Domain Skilling Program. Final approval / empanelment as Domain Skilling SDC will be subject to the compliance to the prescribed norms (Please refer to BSDM website (skillmissionbihar.org) for detailed centre set-up norms and course wise mandates)
• Post physical verification and eligibility establishment the SDC will have to get itself approved on BSDM portal by abiding to the various BSDM SDC registration guidelines in the stipulated time in order to ensure Final approval / empanelment as Domain Skilling SDC.
• BSDM would like to notify that Final approval / empanelment as Domain Skilling SDC on the BSDM portal does not guarantee work / target allocation. The work / target allocation remains with the various Line Departments implementing their various domain skilling schemes and will be the sole discretion of those Line Departments with no involvement of BSDM.

Other Important Instructions for Applicant Organization (AO)

• Applicant Organization (AO) should read all instructions and process details before application process.
• BSDM reserves the right of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone.
• Authorization as SDC for Domain skilling shall be given subject to completion of all the prescribed procedural formalities and submission of all the requisite documents.
• At the time of application, the AO has to deposit INR 1000 per centre as processing fee, INR 4000 per centre as centre registration fee and INR 1000 as course affiliation fee for each course that the AO applies for. If the AO wants to withdraw its application after the process has started or its application is rejected because of non-fulfilment of the required norms then no refund shall be made.
• By using this process, Applicant Organizations (AO) can apply for a maximum of 10 Domain skilling courses for one centre.
• If SDC is involved in doing any wrong practice regarding Domain Skilling program or indulges into franchising / outsourcing / sub-letting of their registered centre in any manner then their authorization / empanelment will get cancelled / terminated immediately or after the completion of ongoing batch.
• .If any Applicant Organization (AO) will try to contact BSDM officials by email, letter, telephone, etc. to influence the registration process then application of Applicant Organization (AO) will be rejected without giving any reason.
• If any Applicant Organization (AO) will not complete process within schedule then BSDM will not consider their application for further process.
• That Applicant Organization (AO) which will become SDC for the year 2018 – Their authorization will be valid for the period from date of registration approval to 31st July 2019.
• Eligible SDC has to apply for renewal for the year 2019 by paying requisite fees.
• Any two AOs will not be allowed to share centre personnel.
• The SDC ownership needs to ensure that all its personnel employed for Domain Skilling program are paid remunerations in compliance to the minimum wage rates prescribed for the “skilled” manpower category as notified and revised from time to time by Labour Department, Government of Bihar. Registration Fee Structure

Applicant Organization (AO) has to submit following fees to BSDM while applying for Center Registration:

1. At the time of filing the initial application, the AO has to pay a centre registration fee of INR 4000 per centre, INR 1000 as course affiliation fee for each domain skilling course chosen and a processing fee of INR 1000 only.
2. The centre registration will be renewed every year (first renewal due after 31st July 2019) by paying INR 2000 per centre only.
3. The initial registration for centres shall be valid from the date of center code generation (DS Code) up to 31st July 2019.
4. The course affiliation will be renewed after taking INR 1000 per course chosen by the SDC every year subject to first renewal being due after 31st July 2019.
5. In case AO gets rejected or wants to withdraw in between from Domain skilling SDC Registration Process, then BSDM will not be liable to refund any registration related fee.
