Youth to be skilled under Unemployment Allowance Scheme in Chhattisgarh

Raipur: The Chhattisgarh government launched two major initiatives – unemployment allowance for youth and a socio-economic survey intended at adding new beneficiaries to different welfare schemes – on Saturday, eight months short of Assembly polls in the state.

Both initiatives were launched by Chief Minister Bhupesh Baghel in separate programmes at his residence office in Raipur.

While launching the Unemployment Allowance Scheme, he handed over allowance approval orders to four youths. Under the scheme, eligible beneficiaries will get a monthly allowance of Rs 2,500 credited to their bank accounts.

Speaking on the occasion, Baghel said that the registration process for unemployment allowance has started and the eligible persons, who register online on any day in the month of April, will start getting the allowance with effect from April 1.

He further mentioned that a plan has also been made to provide employment-oriented training to the youth so that they do not remain unemployed forever and it would help them find work in future.

Agriculture Minister Ravindra Choubey said that the chief minister has started an ambitious scheme that will empower the unemployed youth of the state to better their future.

Later, the CM tweeted that for March 2023, Chhattisgarh posted the lowest unemployment rate in the country. “Unemployment figures for March 2023 have arrived. The lowest unemployment rate in the country is in Chhattisgarh. The unemployment rate for March is only 0.8 per cent, while that at national level is 7.8 per cent, which is a matter of great concern. We all have to fix it together,” Baghel said in the tweet. He quoted the latest report of the Centre for Monitoring of Indian Economy (CMIE) as the source of this information.

The Chhattisgarh Government has announced a provision of Rs 250 crore in the budget for this purpose.

Eligibility

The applicant of Unemployment Allowance scheme must be a native of Chhattisgarh. Under the scheme, unemployed youth in the age group of 18 to 35 years who have passed Class XII. The applicant should not have any source of income and with an annual family income of less than 2.50 lakh will be given the allowance of Rs 2,500 per month. Income certificate issued by the Tehsildar or a higher revenue officer for family income should be made within one year from the date of application for the scheme.

Additionally, he/she must be enrolled in any district employment and self-employment guidance centre of Chhattisgarh, and have had his employment registration for at least two years as on April 1 of the year of application.

The unemployed youth will also receive training for developing their skills, and consequently get assistance in finding work.

New Employment Registration, i.e. applicants with new employment registration after 1 April 2021 will not be eligible for the scheme. Applicants can get registered online for unemployment allowance at the registration centres. Besides, applicants can also apply online at the website. Offline applications will not be accepted.

Where to Register

For the registration of unemployed beneficiaries, registration centres have been established in rural and urban areas after forming clusters, under which 25 registration centres have been set up in the district’s Kondagaon block, 10 in Makdi, 12 in Farasgaon, 13 in Keshkal, and 7 in Baderajpur.

One registration centre has been established between 5 to 7 Village Panchayats while keeping in mind the convenience of unemployed beneficiaries in rural areas. Moreover, 4 registration centres have been established in Nagar Palika Parishad Kondagaon, 3 in Nagar Panchayat Farasgaon, and 3 in Nagar Panchayat Keshkal.

Teams have been formed for registration in each registration centre. According to the eligibility guidelines under the Unemployment Allowance Scheme, the applicant should be a native citizen of Chhattisgarh. The applicant must be between 18 to 35 years of age on 1 April of the year of application.

The Collector Deepak Soni reviewed the preparations for registering beneficiaries under the Unemployment Allowance Scheme through video-conferencing on Thursday and has given necessary instructions to the concerned officers for the same.

He has given instructions to ensure the presence of registration teams in each registration centre as well as arrangements for electricity, internet, drinking water, and shade for applicants.
