Chandigarh : At a time when the opposition has been repeatedly ridiculing the BJP led Haryana Government over its failure in providing jobs in the state, the State Government has now chalked out a plan to facilitate and promote productive employment and decent work for job seekers in fiscal 2019-20. Government in Haryana has set a target to provide around 32,000 jobs to the youth of the State.
The State Government has proposed to organize 84 district level job fairs and 12 mega job fairs in Haryana with an expected employment to 32000 youths in Haryana.
Besides, the government also proposes operationalization of model career center at Hissar, which will be a reservoir of skilled talent pool. The Centre aims to enhance employability and entrepreneurship in youth, upgradation of skills of existing workforce and meeting the emerging skill needs of the industry.
Apart from this, the State Government has proposed interlinking of employment exchanges at National Career Service portal with an aim to provide more opportunities to Haryana’s youth, alongwith career counseling to registered participants.
As far as skills enhancement training is concerned, the government has planned to administer the training to 21027 trainees under Pradhan Mantri Kausal Vikas Yojana and 35000 trainees under Haryana Skill Development Mission this year.
According to the State Government’s data, a total of 6,18,565 unemployed youth were registered with employment exchanges in the state as on December 2018. A maximum of 57685 unemployed youth were registered in Bhiwani followed by 53553 in Jind, 49700 in Hisar, 46382 in Karnal and 41376 in Yamunanagar.
The number of applicants currently receiving unemployment allowance in Haryana is 85152.
Eyeing youth voters of the state, the BJP led State Government in its fifth and last budget for fiscal 2019-20 has also focused on the issue of employment and skill development.
Haryana has 10 Lok Sabha seats and the general elections are due to be held in April-May 2019 while the assembly polls in Haryana are likely to be held in October this year.
“The Government has planned to organize district level job fairs in all districts of Haryana. A total of 84 district level job fairs and 12 mega job fairs are proposed to be organized in 2019-20,” said a senior official of State Government. He said that the government expects to provide placement to 32000 youth through the jobs fair. 12 mega job fairs will be held this year to provide placement to around 25,000 unemployed youth of Haryana, the officer added.
Notably, the opposition parties—Congress and Indian National Lok Dal—have time and again targeted the ruling BJP over the issue of unemployment in the state.
During the recently concluded budget session of Haryana Assembly, the opposition parties had also lashed out at the State Government over the recruitments of over-qualified youth for the posts of peons and gardeners even as the eligible youth, who fulfill the criteria of minimum educational qualification remains jobless.
The State Government has claimed to give jobs to over one lakh youth in the last four and a half years of its tenure. This included 54,610 employees selected by the Haryana Staff Selection Commission.
The government has also claimed that from October 26, 2014 to January 31, 2019, 50180 youth have been given jobs at various places by the employment exchanges.
Recently, the Chief Minister Manohar Lal had also claimed that 17,503 posts are under process by Haryana Staff Selection Commission and the court verdict is pending on over 5,000 posts.
Under the “Educated Youth Allowance and Honorarium Scheme- 2016”, popularly known as “Saksham Yuva” Scheme, as many as 69,336 (Post Graduate-40069 and Graduate-29,267) applications were approved up to December 31, 2018 in the state. In all, 49,540 (Post Graduate-31,747 and Graduate-17,793) eligible applicants were given assignment with honorarium (Rs 9000 per month in lieu of 100 hours work) since the beginning of the scheme, the Chief Minister had informed.
