Madhya Pradesh government to redesign “Urban Job Guarantee Scheme”

Bhopal : The 100-day urban job guarantee scheme — a first in the country and the brainchild of MP chief minister Kamal Nath — is all set to be redesigned.

Officials said the government accepted that the scheme did not work as planned and needs to be redesigned. Involvement of two agencies —such as municipal body for work and skill development training by other agencies made it complex, forcing the government to review the scheme.

The Yuva Swabhiman Yojana was launched in February this year and offers over 40 jobs, covering a broad spectrum from cattle grazer to accountant and photographer. The government had aimed to cover as many beneficiaries as possible, regardless of their educational qualification.

Urban development and housing minister Jaivardhan Singh said it was a pilot project. The model code of conduct for the Lok Sabha polls came into effect soon after the scheme was floated.

The scheme will now be reviewed and made simpler. The changes to be made are not finalized yet. A presentation would be given to CM and necessary changes made in the scheme in a month, Singh added.

Under the scheme state government provides jobs to urban youths in municipal bodies as part of the 100-day annual job guarantee scheme. Urban development department is the nodal agency for implementation of the Yuva Swabhiman Yojana.

Jobs offered are on contractual basis for 100 days in a year. Under the scheme, a youth between 21 and 30 years of age first registers in the software designed for the purpose and chooses his three areas of interest from the list of options given in the software. The municipal body then selects the youths, depending on their skills. After working for 10 days under the municipal body, a youth starts getting trained for the work he chooses as his area of interest at a skill development centre.

The selected youth gets a stipend of Rs 4,000 per month. He has to work for four hours for the municipal body and take training for 90 days.
