Bhubaneswar: A special session on Employment, Skill Development and Migration will take place on 20th of September under the banner of upcoming Odisha Vikash Conclave (OVC) which is going to be held during 19th to 21st Sept here at multiple venues of Bhubaneswar. According to Umi Daniel of Aide et Action International – one of the organizing partners of OVC, the session will be organized at XAVIER Institute of Management.
While Manash Mishra of Basundhara will put forth his inputs on the Status of MGNREGA in Odisha, Kirti Bhusan Pani of Pradan will discuss about the Good Practices. Another distinguished speaker of the session Rajesh Pravakar Patil, Collector of Mayurbhanj Dist will speak about the reasons behind MNREGA’s success in Odisha. Professor Haribandhu Panda and Akhshay Mahajan will lead the Skill & Migration and issues and opportunities related to the Skill India sessions respectively.
P M Philip of TVRI, Sujit Kumar of State Planning Board, Umi Daniel of Aide et Action International, Lalita Mishal of NAO will discuss about the Skilling Odisha – is it a panacea for alternative livelihood, Employment and Skill vision of Odisha, Distress migration, employment and skill, Issues of migrant domestic workers in Odisha and State Action Plan on Migration.
It should be noted that at least 1.5 lakh laborers go out of state in search of work when there is no agriculture work. Though there is a plan of providing at least 100 days work to a family under MGNREGA scheme, but Odisha managed to provide an average of 46, 35 and 31 work days in 2012-13, 2013-14 and 2014-15. The state budget of MGNREGA for the 30 districts together has never crossed Rs 2000 crore. According to the research of Aide et Action International, proper planning of MGNREGA can reduce large-scale distress migration.
Besides the issues of Migrant workers the other things to be discussed in the Conclave are identification of the unorganized workers in Odisha, focus on the source of employment generation, Welfare fund committee of non construction workers. According to Umi Daniel, Hundreds of Workers, Farmers, Social Organization, Socialist, Researcher will take part in the Conclave.
