Jaipur: With nearly 400 private Industrial Training Institutes (ITIs) staring at de-recognition by the Centre after serious irregularities were detected during a state-wide inspection of private and public ITIs in September, the government has called a meeting of the agitating owners on December 4, who have expressed their desire to improve the standard of the institutes as per norms. However, 23 have already written to the state government stating that they can’t run the ITIs and are going to shut down.
In September, an inspection of private and public Industrial Training Institutes (ITIs) in the state found serious irregularities in 390 institutes. Show cause notices were issued to each one of them and were asked to reply within two weeks. There were five categories of serious irregularities that include: ITI bhawan/building didn’t exist, building was found to be locked, there were no trainee or trainers at the institute, some other activities were going on in the same building and the ITI was being run in a school or a non-designated area.

“There is a proposal to disaffiliate or de-recognise around 400 ITIs in which gross irregularities were detected. The file has already been submitted to the government. Now, they are staging a protest against the proposal to de-recognise them. Many have expressed their wish to improve the standard of the ITIs. They are worried that their ITIs could be disaffiliated. A meeting of the ITI owners with the minister (Ashok Chandna) has been called on December 4,” said Samit Sharma, commissioner, labour department and managing director RSLDC.
“We have asked them to give it to us in writing that they should either improve the standard of the ITIs, as per the National Council for Vocational Training (NCVT) norms, or get de-recognised. Many of them have already replied to our notices and assured us of improving the standard of the institutes. Many have pleaded with us to give them a chance to improve,” he added.
Sharma further said, “The sole purpose of the exercise is that the ITIs should be established as per norms and function accordingly.” The Directorate General of Training under the ministry of skill development and entrepreneurship has the authority to de-recognise the ITIs.
