Telangana Higher Education is in the process of filtering the vocational education in the state. It submitted a report to the government titled ‘Perspective Plan of Technical Education’ concentrating on the important aspects of Technical education to be carried out in 2018.
Important proposals given to the government in the report:
Not to give permission for new Engineering, Pharmacy, MBA and MCA colleges.
To reduce the number of seats in the existing colleges.
Some branches in top colleges like CBIT have more than 120 seats. Restrict them to 120.
Not to give permissions to Second Shift in colleges
There are 1,26,855 Engineering seats in Telangana but in 2017 only 1.21 lakhs have passed in Inter MPC. On the other hand University has given permission to only 97,961 seats in engineering colleges of which only 68,594 have been filled. This leaves 46 percent of seats empty in Engineering Colleges.
Colleges have increased seats in CSE, ECE, EEE and IT courses because of demand with no standard. Lakhs of Engineering graduates are without any knowledge and only 20 percent are able to secure jobs. They do not have communication, soft and subject skills leaving them jobless. Some are working as Home guards.
The government had appointed a committee under the chairmanship of Prof Tummala Papi Reddy to bring out the changes in the vocational education according to the requirements of Industry.
The important proposals of the report:
Out of the 215 Engineering colleges 66 percent seats are allotted to IT, CCE, ECE and EEE branches and only 34 to the rest. This would be a disaster in the future.
Many Polytechnic Colleges are needed in par with Engineering Colleges. There are 205 Polytechnic Colleges with just 53,285 seats. 14 fields need to be revived for the needs of Industry like Life Sciences, IT Hardware, Defence, Food Processing and Nutrition, Automobiles, Textile and Apparel, Petro-Chemicals, FMCG, Gems and Jewellery and Transportation. Seats should be increased for such courses.
Engineering colleges need to be updated according to the needs of marketing else they might be closed. There is no necessity of BPharmacy, MPharmacy, PharmD, MCA and MBA colleges for the next three years.
According to AICTE rules for academic year 2020-21, there need to be 33,866 faculty for the existing seats at the rate of 1 faculty for 15 students. There need to be 22,667 MTech qualified Assistant Professors, 3,778 Ph.D. qualified Professors, 7,555 Associate professors. But there are only 1500 Ph.D professors in 275 colleges.

There is no consistency in number of colleges. If Adilabad has one Engineering College, Rangareddy has 122. Government need to provide quality education to economically and socially backward in the new districts
