Department of Rural Development (Rural Skills Division) under Ministry of Rural Development, Government of India through an Office Order (File No: J-17060/329/2015 DDU-GKY-Part 1 (352532)) dated 31st March, 2020 notified to All CEOs, MDs of SRLMs / SSMs of all States & Union Territories to ensuring timely assistance to all DDU-GKY candidates during COVID-19 crisis. As per this Office Order,
- The undersigned is directed to refer to the Order no. 40-3/2020-DM-I(A) dated 29th March 2020 issued by Home Secretary (copy enclosed) vide which it has been informed that movements of a large number of migrants have been noticed in some parts of the country because of COVID-19. The main intention of these people has been to reach their hometowns. The measures to be taken to prevent such movement has been detailed in the order which may be referred to by all States and UTs.
- It is well known that the students getting trained under DDU-GKY are being placed in different locations across the country by PIAs. Also, the students are getting training at centers which are in locations spread all over the country. These locations may be outside the hometown or outside the States of the candidates. During the lockdown, employed candidates may find it difficult to fend for themselves since many of the factories/companies/commercial establishments/firms etc. where these candidates are employed may be closed. Also, the training centers where they are getting trained might also be closed and students may be confined in these locations.
- In view of the above, it is of critical importance that SRLMs/SSMs implementing DDU-GKY projects take all required measures to ensure that all the candidates getting training under DDU-GKY or are placed in any location outside their hometown are extended all possible assistance without delay. The States/UTs are earnestly requested to help the students in these times of lockdown, so as to avoid any unfortunate incidents. The States/UTs may also facilitate and try working closely with the PIAs to track students, so that necessary support could be extended to them.
