New Delhi : As a part of monitoring of Short Term Training courses like PMKVY, RPL etc., National Skill Development Corporation issued as notice on 13th Nov 2019 stating its intent to monitor implementation agencies through Video Calling. Copy of Notice can be read as under :
NOTICE
This is to notify all Training Providers (TPs) and Programme Implementation agencies (PIAs) that as part of monitoring, video calling to training locations in Short Term Training (STT), Special Project (SP) and Recognition of Prior Learning (RPL) under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) shall be introduced with effect from November 15, 2019. The call will be made on the mobile number of Training Center SPOC/Location SPOC provided by TP/PIA in SDMS. The video call shall be made anytime within training hours as provided by TP/PIA in the SDMS.
Monitoring Parameters
The TCs will be selected on random basis for making video call(s) and may be asked to verify components
related to training which may include, but is not limited to:
1) Infrastructure
2) Availability of candidates
3) Awareness of candidates related to PMKVY and job role
4) Branding at the Training Centre
5) Availability of documents
6) Any other parameter related to functioning of PMKVY scheme

Responsibility of TPs/PIAs
The TPs/PIAs must ensure that:
1) Name and mobile number of training centre/location SPOC is updated on SDMS
2) Training location/centre SPOC must have mobile phones with video calling facility and video calling software/app installed on their mobile phones
3) Training location SPOC must be oriented/apprised of the video calling activity
4) It is to be noted PIAs under RPL must continue submitting the live and geo-tagged time-stamped photos during the orientation/assessment day irrespective of this video call initiative.
Process of video calling
The following process shall be followed while making video call:
1) Random selection of TCs for making video call
2) In event of video call being attended, TPs/PIAs shall be monitored on the parameters mentioned above
3) In case video call goes unanswered/not connected, the same shall be informed to TP/PIA via email on registered email id as provided in SDMS
4) Further attempt shall be made on unanswered/not connected video calls in future. A total of three attempts shall be made on different dates within training duration.
5) In case, call goes unanswered even after three attempts, a notice shall be sent for above noncompliance. Further batch creation and fund disbursement will be put on hold for all such Training Centers till a final decision is taken by Internal Monitoring Committee (IMC) in such instances.
6) For the discrepancy noticed during video call, the notice shall be sent as per current monitoring process and all decisions shall be taken as per approved penalty grid after submission of reply by TP/PIA in pre-defined timeline
