Bengaluru : ITI LIMITED (hereinafter stated as ITI) is a Public Sector Undertaking (PSU) under Ministry of Communications, Government of India, a pioneer in the field of telecommunications, with state- of-the-art manufacturing facilities spread across six locations and a countrywide network of marketing/service outlets. The company offers complete range of telecom products and total solutions covering the whole spectrum of Switching, Transmission, Access and Subscriber Premises Equipment.
ITI Limited is actively involved, committed and continues to develop skills of students/ trainees through imparting of training in Telecom sector skills etc., in association with National Skill Development Council (NSDC) and their sector skill development councils like Telecom Sector Skill Development Council (TSSC) and Electronic Sector Skill Development Council of India (ESSCI) under the umbrella of the initiatives of Govt. of India on the theme of Skill Development of the youth for gainful employment and to make India a more vibrant emerging economy much ahead of other nations in the years to come.
ITI intends to create a Centre of Excellence (CoE) Skill Development Center (SDC) at Srinagar Unit to promote Skill India, under the various scheme/s of skill development initiatives/activities, wherein multiple Qualification Packs/ Job Roles for various locations could be promoted.
ITI proposes to engage Skill Development/ Training Partner for its ITI Srinagar unit from competent parties who are financially sound, willing to associate and invest with ITI unit Srinagar. The parties should be willing to invest in creating necessary infrastructure and labs as per norms of various sector skill councils/job Roles in ITI Srinagar plant premises and on need basis at various districts of Jammu and Kashmir. The sole objective of this EOI is to utilize space available with ITI Srinagar by introducing various Skill Development programs to revive ITI Srinagar and to provide state of art Skill Development Centre for the youth of J& K.
With this background, Expression of interest (EOI) is invited from experienced, competent Companies/agencies working in the field of Skill Development , preferably in the state of J & K, for establishment of State of the Art Skill Development Centre in ITI Srinagar Plant. The ITI shall provide space and power backup on revenue sharing basis and rest of infrastructure/ equipment has to be installed by the Skill Development Training Partner as per norms of Sector Skill Council of NSDC, Govt. of India. Legally registered organizations having average turnover of 4 crore or above during the last three financial years and sound Skill Development/Training background with skilled human resources, may submit sealed Technical and Commercial bids under two cover system for the same. It is mandatory for the bidder to have the following eligibility criteria.
Minimum Eligibility criteria for Skill Development/ Training Partner for setting up of State of art Skill Development Centre.
a. The agency /Company/ Training Partner should be working in the field of Training / Skill Development /Training for minimum Three years.
b. The agency /Company/ Training Partner should have average turn over of 04 Crores from last three financial years.
c. The agency /Company/ Training Partner should have successfully trained /imparted skills to minimum 1000 candidates during last three years.
d. The agency /Company/ Training Partner should be a PIA /NSDC Training Provider/ partner registered with NSDC-SSCs.
e. The Agency/company should be financially sound and willing to invest in infrastructure including labs required for setting up State of Art Skill Development Centre at ITI Srinagar.
Objectives/ Responsibilities of the Skill Development/ Training Partner for establishing State of the Art Skill Development Centre at ITI Plant, Srinagar.
A. Skill Area/Vertical:-
1. Mobilising and Training of candidates.
2. Setting up of necessary infrastructure at the training centers alongwith all the required lab Equipments as per the prescribed guidelines under various Government schemes/ sector skill Council norms (SSC). The Skill Development/Training Partner has to create necessary infrastructure at ITI Srinagar. ITI shall provide the space with sanitation and power back-up, while as rest of all infrastructure/equipment have to be made available by the Skill Development/Training Partner.
3. Procure/Design training material/handouts for the candidates.
4. Arrange competent trainers/faculty in the required Qualification Packs/ Job Roles of Skill Sector Council under skilling and RPL (Recognition of prior learning), if required;
5. Organizing Job Melas, Publicity and Placements of trained trainees and spread awareness about the schemes through events, seminars, advertisements, distribution of publicity material etc.
6. Biometric attendance and CCTV and out center validation work.
7. Appoint the skilled manpower to management the scheme/s.
8. Registration of candidates on the SDMS (Skill development management system)etc.
9. Opening of Auto-Debit Bank accounts of the candidates;
10. Payment of Assessment Fee to the Sector Skill Council/ Third party assessment.
11. Translate the courses into a multimedia format for easy learning/grasping by the candidates.
12. To provide and support administrative work involved with ITI, NSDC, Sector Skill Councils, Govt. agencies/Deptts and assessment agencies for smooth conduct of the training and assessment of the candidate and realization of funds.
13. To provide backend support to ITI Srinagar plant to maintain the required records / documentation and preparation of periodical reports and data management.
14. Any other associated tasks being prescribed / demanded by ITI.
B. The selected training agency/firm has to match the requirement of sector skill council to conduct skill development training/sessions as explained herein:
a) Sector Skill Council shall be responsible for creation of occupational standards for various job roles, institutionalize accreditation process for training providers, assessment and certification of assessors, trainers and trainees.
b) Sector Skill Council, in consultation with Industry, will identify job roles that should be included for training.
c) Sector Skill Council will ensure Assessment / Certification of trainees using a robust independent assessment framework.
d) Sector Skill Council will facilitate progressive release of requisite numbers for training under various Central & State GovernmentSchemes.
C . Responsibilities of ITI :-
1. Provide requisite space as per NSDC/MSDE and other accreditation / sponsoring bodies norms at ITI Srinagar Plant.
2. Provide Electricity power backup and cleansing facilities.
3. Provide one Skill Development Coordinator for execution of various projects.
4. Provide necessary documents for submission of proposals/Tenders through Skill Development Coordinator at Srinagar plant .
D. Submission of EOI:
The EOI must be legible without any corrections and if so, shall be done only by the bidders. The focus of the receipt of the bids is to empanel the agency based on credentials, achievements and total competence. The Technical Bid should be submitted in sealed cover, super scribing “EOI for Technical Bid for Selection of Skill Development/Training Partner”.
ITI may at any time nullify this tender process, or change either the whole part or certain aspects to suit its requirement without citing any reasons there of.
