District Mineral Foundation (DMF) has taken up many projects at the district level in Gujarat as per the key priority areas identified and one of the key priority areas of DMF is “Skill Development”. DMF SNU has conceptualized the Project Shashwat with an objective to create sustainable employment to the youth from mining-affected areas and nearby areas. The concept is to provide opportunities of overseas employment to the mining-affected youth. The Project Shashwat shall provide gainful overseas employment to youth in mining affected areas so that they could support in improving the household income and create role models for communities in mining areas.
The Authority through REOI Ref. No. DMF/Advt./2019-20/02 now invites Expressions of Interest (“EOI”) applications from recruitment agencies and training partners having experience in overseas placements, to training and place youth from mining affected areas of the state. Interested parties shall submit their EOI application in the prescribed format as provided in Appendices of this REOI Document. Interested parties may provide any additional information considered relevant for expressing their interest for the Project, including their brochures or corporate literature. The Authority reserves the right to invite shortlisted bidders through a limited tender for selection of the preferred bidder for the Project. The Authority reserves the right to modify, cancel, suspend or terminate any aspect of the selection process at any time, for any reason, without giving prior notice and the Authority (including their officers, employees and/or agents) will, not be bound by this REOI. It is clarified that any person /bidder /consortia, who do not respond to this REOI, will be restricted from participating in the subsequent bidding process for selection of the service provider for the Project. The Authority reserves the right to require additional information from any interested party, at its absolute discretion.
Eligibility Criteria :
- The Bidder should be a registered legal entity
- The Bidder should have be in the business of recruitment and deployment of human resources
- The Bidder should have minimum annual average turnover of INR 1crore over the last three years (2016-17, 2017-18 and 2018-19)
- The Bidder should have minimum three years of experience in placing candidates across overseas locations with at least 500 candidates placed in overseas location over the last 3 years
Process of Selection : All eligible Bidders shall be invited to submit Request for Proposal. Multiple agencies may be selected for the execution of the project and allocated targets

EOI Submission
Submissions of EOI must be made latest by 16.08.2019 and no later than 6 PM Indian Standard Time (IST) by email with subject line as “Expression of Interest (EOI) for selection of service providers to promote overseas employment opportunities for the youth in Gujarat under Project Shashwat” to the below mentioned e-mail id: director-dmf@gujarat.gov.in. The EOI application shall also be submitted in hard copies super scribed as “Expression of Interest (EOI) for selection of service providers to promote overseas employment opportunities for the youth in Gujarat under Project Shashwat” by 20.08.2019.
